MARKET SURVEY ANNOUNCEMENT
Airspace Non-Cooperative Surveillance Radar (ANSR)
I. INTRODUCTION
The current fleet of Federal Aviation Administration (FAA) terminal radars, the Airport Surveillance Radar models 8, 9, and 11 (ASR 8, 9, and 11) are beyond the end of their designed twenty-year life cycles. The FAA must continue to provide non-cooperative radar-based surveillance into the future in order to support non-cooperative target acquisition and coverage in the event of individual avionic equipage failures to create a composite surveillance coverage with ADS-B and other independent cooperative surveillance systems. The purpose of this Market Survey is to solicit industry input to support FAA efforts in developing the Airspace Non-cooperative Surveillance Radar (ANSR) acquisition strategy, further defining the requirements and technical approach, and developing a strategy for ANSR in operations. In collaboration with DoD ASR Program Offices, this Market Survey also includes questions related to compatible Cooperative systems.
This announcement is being issued in accordance with the FAA Acquisition Management System (AMS) Section 3.2.1.2.1.
This is not a Screening Information Request (SIR) or Request for Proposal (RFP). The responses to this market survey will be used for informational purposes only. The FAA is not seeking or accepting unsolicited proposals. Responders are advised that the FAA will not pay for any information received or for administrative costs incurred in preparing a response to the market survey. Any costs associated with responding to this market survey are solely at the interested respondent’s expense.
To the extent that information received in response to this market survey is proprietary or otherwise confidential commercial information, the offeror should mark its response with a restrictive legend and should be willing to provide justification to the FAA of such designations if requested. This market survey in no way alters the FAA’s obligations under existing law, including any duties owed by the FAA under the Freedom of Information Act.
Nature of Competition The acquisition strategy and the periods of performance for any potential procurements have not been determined at this time. This market survey will be used to inform the strategy.
II. PURPOSE
The FAA is seeking to gain a better understanding of industry interest and capabilities to address the preliminary ANSR functional requirements. See Attachment 2. This market survey builds upon existing CRADAs. Interested offerors are encouraged to respond to this market survey in accordance with the instructions herein. The purpose of this market survey is to:
· Notify offerors of the FAA’s intent to potentially replace the existing series of ASR 8s, 9s and 11s with either a full system replacement or several subsystem replacement(s).
· Identify potential technical approaches for the development of a system that will meet the FAA’s requirements for ANSR.
· Identify available products in the marketplace that could meet the FAA’s requirements for ANSR, including creating a pathway for existing product demonstrations.
· Obtain offeror feedback on the infrastructure options for ANSR.
· Obtain offeror feedback on the proposed phased implementation strategy for ANSR.
· Obtain industry insight regarding integration and support strategies for ANSR.
· Obtain industry feedback on the proposed acquisition strategy for ANSR.
· Obtain insight into offerors’ interest in pursuing a future RFP or SIR.
The FAA will use the information from this market survey to assist in refining its acquisition alternatives and program requirements in support of the ANSR Investment Analysis Readiness Decision (IARD) in July 2024.
III. BACKGROUND
Current non-cooperative aircraft surveillance in the terminal environment is delivered through a collection of ASR 8s, 9s, and 11s that provide aircraft range and azimuth from the radar based on radar reflections from an airframe.
Technical Description The ASR 8s, 9s, and 11s are medium range (60 nautical mile) airport surveillance radars that operate at S band (2.7 to 2.9 GigaHertz) under crystal control with a 1.3- to 1.6-degree azimuth beamwidth, an antenna rotation rate of 12.5 revolutions per minute, a Pulse Repetition Frequency (PRF) of 925 to 1325 Hertz and an average power of 1200 to 1450 watts (depending on PRF). For ASR 8, 9 tube-based transmitters, the pulse width is 1 microsecond. For ASR 11 solid-state transmitter, the pulse widths are 1 microsecond and a frequency modulated 89 microsecond pulse that is later pulse-compressed in the processor to 1 microsecond. ASR 8s, 9s, and 11s feature Moving Target Detection (MTD) processing and additional algorithms to discriminate between returns from aircraft and various types of clutter including terrain, buildings, weather, angels, birds, ground-vehicles, and radio interference. Weather returns are processed simultaneously with algorithms that can minimize effects of terrain, point-targets, and anomalous propagation to generate National Weather Service 6-level weather maps.
ASR 8s, 9s, and 11s are collocated with a cooperative surveillance system that interrogates transponders in aircraft. The cooperative surveillance system independently determines aircraft range and azimuth and attaches aircraft-reported identification and altitude information to each target. Each ASR interfaces with the cooperative surveillance system to combine matching independent target detections into combined aircraft target reports. Combined targets, non-combined targets, weather maps, sector marks, and system status messages are formatted in Common Digitizer II (CD-2) and All Purpose Structured Eurocontrol Surveillance Information Exchange (ASTERIX) data formats for use by FAA automation systems and Air Traffic Control.
The ASR 8s, 9s, and 11s are composed of the following major subsystem components:
· Transmitter
· Antenna
· Non-cooperative Target Receiver(s)/Processor
· Six-Level Weather Receiver/Processor
· Combiner
IV. ANSR OBJECTIVES
Radar-based non-cooperative surveillance creates composite surveillance coverage by providing separation assurance for aircraft that do not operate a transponder (whether from non-equipped, equipage failure, human error, or intent). According to the NextGen Concept of Operations (ConOps), “the FAA is envisioned to maintain…its own Non-cooperative Surveillance Radars in terminal airspaces for some time to come…FAA will continue to rely on these assets as a non-cooperative, but not sole, source for detecting anomalous and suspicious behavior, especially for non-participating or non-cooperative aircraft”.
FAA functional requirements for non-cooperative radar surveillance are established in NAS-RD 2025:
· The NAS shall acquire airborne aircraft surveillance data. (3.6.9.5)
· The NAS shall acquire weather radar data. (3.6.10.6) The Airspace Non-cooperative Surveillance Radar (ANSR) solution will meet the FAA’s strategic objective of an “air navigation infrastructure and associate systems [that] are flexible, reliable, cost effective, and secure”. ANSR is intended to provide a cost-effective system or subsystem replacement solution for legacy surveillance radars to support the NAS. The legacy systems potentially being addressed by ANSR include ASR 8s, 9s and 11s.
ANSR fulfills mission and service needs in the following general categories:
· Increasing Sustainability and Functional Integration: Sustainments, Tech Refreshes, and replacement of obsolete parts with increased failure rates and unrepairable components, for multiple aging legacy systems may prove less cost-effective than deployment and maintenance of a more modern, full system replacement or common subsystem replacement(s) over the projected life cycle. A standard ANSR platform would consolidate separate life-cycle support infrastructure capabilities into common second-level engineering, common logistics, and common technical training, thereby reducing overall life-cycle support costs. It would also provide a consistent level of coverage across all sites at which it is deployed, reducing shortfalls in weather radar capabilities resulting from the current configuration.
· Enhanced Capability: ANSR will introduce newer technology to improve aircraft surveillance and weather observation in order to support modern and future requirements. This may include, but is not limited to:
· Rejection of stationary and moving clutter due to topography, urban development, biological sources, and wind farms.
