About this file

This Performance Work Statement (PWS) details diagnostic testing services for research animal colonies at the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID). The contract requires comprehensive animal health testing across multiple diagnostic service categories, including serology, PCR, microbiology, parasitology, necropsy, histopathology, and environmental sample testing for over 20 different animal species used in medical research. The testing will identify microorganisms and evaluate the health status of research animal tissues, organs, and overall health.

The contract is structured with precise performance standards, requiring 100% compliance with detailed testing requirements and submission of legible reports within specific timeframes (ranging from 48 hours to 21 days depending on the test type). Key specifications include identifying sample IDs, providing reference ranges conforming to industry standards, and submitting electronic reports. The solicitation (HT9425-25-R-E020) is issued by the Defense Health Agency, with an estimated workload of approximately 120 sample submissions per month and potential seasonal variations in testing volume.

Performance Work Statement Includes associated Performance Requirements Summary (PRS)

PERFORMANCE WORK STATEMENT (PWS)

Research Animal Colony Health Testing August, 2025

Part 1 General Information

1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1 Description of Services/Introduction: This is a non-personal service(s) contract to provide clinical, diagnostic, and environmental testing supporting research animal colonies in Department of Defense (DoD) institutes conducting animal research.

1.2 Background: USAMRIID works closely with other U.S. Army Medical Research and Development Command (USAMRDC) organizations, DoD, the Interagency (including Interagency Laboratories), and private companies to accomplish its mission of protecting the Warfighter from biological threats and being prepared to investigate disease outbreaks or threats to public health. The USAMRIID Veterinary Medical Division (VMD) houses and cares for thousands of animals per year. Clinical and environmental testing is regularly conducted on the animals and their housing facilities to ensure healthy research subjects are available for biomedical research. Veterinarians at USAMRIID require many tests to ensure the animals are free from specific diseases. Due to the uniqueness of the animal species housed here, and their associated diseases, a contract with a commercial laboratory capable of testing for animal illnesses is necessary.

1.3 Scope: The Contractor shall provide non-personal services. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services as described in the PWS and associated contract documents, except for those items specified in Part 3 Government Property and Services. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents.

1.4 Objectives: The objective is to identify microorganisms associated with research animals and to evaluate the status of their tissues to ensure good health. The Contractor shall provide serology, comprehensive animal health services, necropsy services, comprehensive test profiles, histopathology, parasitology services, bacteriology services, environmental sample testing, and non-GLP Mycoplasma testing services for research animals.
