About this file
This is an Anchor Installation Guide document supporting the City of Doral's solicitation for installation of starting block anchors and backstroke flagpole anchors at the Doral Central Park Aquatics Center in Doral, Florida. The project requires installation of twenty-one starting block anchors and two backstroke flagpole anchors furnished by the City, with work including concrete coring, anchor installation, bonding to the existing equipotential bonding grid in accordance with National Electrical Code Article 680, pool deck restoration, and testing. A non-mandatory pre-bid conference is scheduled for August 25 at 10:00 a.m. at the facility location (3005 NW 92nd Ave, Doral, Florida 33172). Written questions are due September 4, 2026 at 3:00 p.m., with bids due September 14, 2026 at 2:00 p.m., and public bid opening to be conducted via Microsoft Teams. The contract term extends until project completion, estimated at one hundred eighty calendar days after the Notice to Proceed, with no renewal options.
Bidders must hold a current and valid Florida Commercial Pool/Spa Contractor License or equivalent and demonstrate successful completion of a minimum of three similar commercial aquatics facility projects within the past five years. The City reserves the right to award the contract to up to two vendors (primary and secondary) for each group of items, with award going to the lowest responsive and responsible bidder who bids on all items. Contractors must maintain commercial general liability insurance ($1 million each occurrence / $2 million aggregate), business automobile liability insurance ($1 million combined single limit), and workers' compensation insurance at statutory Florida limits, with the City listed as additional insured. A one-year warranty on all workmanship from final acceptance is required, and the contractor is responsible for obtaining all required permits and protecting existing pool infrastructure while minimizing disruption to facility operations.
