About this file
This document is an amendment to a bid for Lab Supplies, Chemicals & Equipment issued by the State of Illinois Department of Central Management Services. The amendment addresses several questions raised by vendors, including clarification on the core list scoring methodology, preferred pricing entry method, and handling of "or equal" items. The core items scoring has been updated, with bidders required to bid on a minimum of 90% of the 678 core items to be considered responsive. If a core item does not receive any bids, it will be removed from the evaluation. Vendors are instructed to enter their suggested list price in the unit cost field with the appropriate discount applied, rather than the net unit price. The amendment also addresses brand-specific line items, allowing "or equal" items to be bid.
The contract opportunity is for the JPMC Lab Supplies, Chemicals & Equipment, with the State of Illinois as the awarding agency. The amendment provides clarification on the bid requirements and evaluation process, but does not contain information on the project overview, response dates, award dates, or contract term.

STATE OF ILLINOIS
AMENDMENT #3 FOR BID
Department of Central Management Services JPMC Lab Supplies, Chemicals & Equipment Amended 19-416CMS-BOSS4-B-6070
The Bid for Lab Supplies, Chemicals & Equipment is amended as follows: Please sign and attach or mail this document with your other bid documents. Failure to do this may render your bid as non-responsive.
The following questions were asked by a vendor and this amendment was created to address the questions below:
· Can you clarify the core list scoring methodology? If there are items whereby even one respondent no bids will those items be used in the total for the respondents that do bid on those items? See answer under #1.
· Electronic Submissions: Can you further clarify if the State wants a Suggested List Price used in the Unit Cost FIELD and an appropriate discount applied OR if the State would prefer the Net Price be used in the Unit Cost FIELD and a discount of 0% applied? See answer under #2.
· If a respondent submits an “or equal” item that is not the listed part number, where would they input their part number or item number? See answer under #3.
· It was also brought to our attention that several line item numbers were brand specific. This has been addressed under #4.
1. Section A.19.1.1: Core Items Weighted Cost (Line Items #1 - 678) has been changed to read: The total of all core items contained within this bid will be weighted by calculating 80% of the total cost for all core items requested. This value will be added to the weighted evaluation of the catalogue items as listed below. Bidders must bid on 90% of the core items to be considered responsive. That means that bidders must submit bids for a minimum of 612 out of 678 core items to be considered for evaluation.
In the event a core item does not receive any bids from any bidders, this item will be removed from the evaluation and a weighted cost will be calculated for each bidder using the remaining items. Only those core items that have a bid from all other Bidders will be utilized during the evaluation. For example, if 5 out of 6 responsive vendors supply a bid for a particular core item, then that core item will not be used for evaluation purposes.
See sample evaluation spreadsheet below:
-Vendor C would be deemed non-responsive and removed from evaluation since bids were submitted for only 70% of the line items (7 out of 10);
-Vendors A and B would then be evaluated for which both submitted bids; in this case, lines 1, 2, 3, 5, 6, 7, 8, and 9 (items highlighted in yellow #4 & #10 were removed from consideration) Note: The vendor that is awarded the contract will be awarded all the core items where they submitted a bid.
2. For clarification on entering your price in BidBuy: Either way is acceptable, however, the State would prefer that the bidder enter their suggested list price in the unit cost field with the appropriate discount applied rather than entering the net unit price in the unit cost field and a discount of 0%.
3. The Alternate description field can and should be utilized for part/item numbers that do not match the “or equal” listed in the specifications.
4. Line Items #415 - #517 were changed in BidBuy from: Only brand accepted: Fisher XXXXXXXX to read Fisher XXXXXXXX or equal. If not bidding in BidBuy, please note that Attachment A will not be updated with the new language.
