Quality and Feasibility of the Program Idea – 25 points: The program idea is well developed, with detail about how program acvies will be carried out. The proposal includes a reasonable implementaon meline and engaging acvies likely to be of interest/benefit to the target audience.

The program includes output and outcome indicators and shows how and when those will be measured.

2. Review and Selection Process

This panel will determine the eligibility of each submited proposal to ensure its applicaons are technically eligible for this NOFO and are reviewed against the requirement in secon D. Application Contents and Format.

A second Grants Review Panel will then evaluate all technically eligible applicaons. The Grants Review Panel will evaluate how the applicaon addresses the NOFO request, U.S. foreign policy goals, and the overall priority needs of the Embassy, against the same six criteria, which include

• Quality and Feasibility of the Program Idea

• Creavity and Sustainability

• Organizaonal Capacity and Record on Previous Grants

• Program Planning/Ability to Achieve Objecves

• Budget

• Monitoring and Evaluaon plan.

The Grants Review Panel may provide condions and recommendaons on applicaons to enhance the proposed program, which the applicant must address before further consideraon of the award.
