About this file
This document is a Solicitation Amendment #1 issued by the North Dakota Office of the State Auditor for the 2025, 2026, and 2027 Financial Statement Audits of the North Dakota Public Employees Retirement System (NDPERS) and Retirement and Investment Office (RIO). The amendment provides detailed responses to various questions from potential bidders regarding the Request for Proposal (RFP) #117-25-04. The solicitation seeks a certified public accounting firm to conduct comprehensive financial statement audits, with proposals due on April 23, 2025, by 5 PM CT. The document covers extensive details about the audit scope, including census data testing, investment management, reconciliation procedures, and fieldwork expectations for both NDPERS and RIO.
The amendment reveals that UHY LLP is invited to participate in the solicitation, and the previous audit proposal involved 900 hours dedicated to each entity. There were no reported audit issues in 2024, and no significant concerns were raised about the current audit process. RIO is implementing an internal investment initiative starting April 1, 2025, which will allow internal investment of a portion of their portfolio. The financial statements for RIO are due by November 15th and for NDPERS by November 22nd each fiscal year. The document indicates that both entities have robust controls for monitoring investments, with multiple-person verification processes for calls, distributions, and reconciliations. The amendment also notes that there are no anticipated changes to investment vehicles or benefits for NDPERS, while RIO is transitioning to partial internal investment management.
