About this file

This is an Amendment document containing Questions and Answers for RFB #2024-UWMSN-00707-RFB issued by the University of Wisconsin for asbestos and lead removal services. The document provides clarification on bid submission requirements through four specific questions and answers related to labor classifications, hourly rates, and material markup charges.

The amendment clarifies that hourly rates should be all-inclusive, covering labor, supervision, permits, licenses, monitoring, materials, equipment, transportation, taxes, insurance, and administrative costs. Only on-site work hours will be paid, and travel time and per diems must be included in the base price. The document specifies that rented equipment may receive pass-through costs with pre-approval from the Oversight Manager, and DHS and DNR fees are eligible for pass-through costs. A revision to the itemized bid list was made regarding the Asbestos Worker/Heat and Frost Insulator classification, and the amendment references Section 5.9 regarding Federal Funds requirements.

QUESTIONS AND ANSWERS TO RFB #2024-UWMSN-00707-RFB

Q1:Please clarify the request for Hourly Rate in Section ITEMS, P1 (P1.4) "Asbestos Worker Heat and Frost Insulator Single Hourly Rate" Is this line-item rate request only applicable to Union Signatory Contractor responses?
A1:No, please enter the cost for the labor classification titled employee you would have perform these tasks. Please see the revised itemized bid list.
Q2:Under the "View Details" link under this section tab it just outlines that Travel Time and Per Diems are to be included in the Base Price for ALL single Hourly Rates requested in P1 through P5. Please advise how Non-Union Companies should respond to this line item.
A2:Bidders should list their all-in hourly rate for lines P1.1-P1.6. The University will not pay additional line-item charges for per diems, see section 4.14.
Q3:On the pricing form, item P1.7 “percent markup charged for material costs”: Does this include equipment as well? If not, where do we list the percent markup on equipment or do we roll that into our hourly labor rate?
A3:See Section 2.6, Method of Bid, Bidders must submit their response on the Items Tab. Bid response must include an hourly rate and percent markup of material cost. Rented equipment may be eligible to receive pass through costs depending on project upon preapproval of Oversight Manager. Pass-through cost allowed for DHS and DNR fees. Site-visit time for estimation is and/or is not billable.

The Single Hourly Rate bid must include all costs for labor including: laborers; supervisors; permits; licenses; personal air monitoring; medical monitoring; materials, shop drawings; equipment; off-site labor, material and hauling; portal to portal; taxes; vehicles; insurance; parking; administrative business costs; medical removal expenses and any and all other costs which are necessary for the safe removal, disposal, and encapsulation of materials which contain asbestos and/or lead per the terms, conditions, and specifications of this bid. Single Hourly Rate(s) shall include wages for those persons actively engaged in supervision and the removal, encapsulation, or enclosure of materials that contain asbestos at the work site. Payment will only be made for hours worked on site.

Q4:On the pricing form, item P1.3 “asbestos worker/heat and frost insulator”: I believe this item should be removed from the bid form. Heat and Frost Insulator is a term used to describe mechanical insulators (this is the trade that installs piping insulation, ductwork insulation and equipment insulation). Back when they used to also apply asbestos as an insulation product, these heat and frost insulators used to also be called asbestos workers. That is why on federal wage forms it says asbestos worker installer/heat and frost insulator. This contract is not for installing insulation products.
A4:See Q&A#1 and revised itemized bid list. Please see Section 5.9 – Federal Funds.
