About this file
This is Amendment Two to a solicitation issued by the State of South Carolina, Procurement Services Division, on behalf of Coastal Carolina University for student accident insurance services. The solicitation requests comprehensive accident insurance coverage for the university's student population, with pricing required for a five-year term. Offerors must submit offers online through the South Carolina procurement portal by May 9, 2019, at 11:00 a.m., with all questions due by April 30, 2019, at 3:00 p.m. A non-mandatory pre-bid conference is available, though no specific date and time are provided in this amendment. One online submission with cover pages is required, and the award is scheduled to be posted on May 17, 2019. The contract includes an option to renew beyond the initial five-year period, with the state retaining the ability to market the services annually if desired.
The amendment clarifies key policy parameters including benefit periods and initial treatment timelines for covered accidents, specifying that benefit periods typically span one to two years from the date of accident and initial treatment periods generally require medical treatment to be sought within 90 days. The current rate is $29.17 per full-time student for 2018/2019, which changed during the 2.5-year mark of the previous policy period. Historical enrollment and claims data are provided for reference, with paid claims experience from 2014-2019 documented in supporting spreadsheets. All claims are processed as excess coverage to any other primary carrier regardless of network status, as the university does not control or monitor network providers. Offerors should note that the solicitation requires adherence to South Carolina Consolidated Procurement Code requirements, and preferences do not apply to this procurement.

Questions and Answers
1. Regarding the declarations page of the student accident policy, what is the benefit period following an injury?
Response: According to the declarations page, the benefit period is the time frame from the date of accident that medical treatment incurred would be covered by the policy. Usually a standard is 1 or 2 years from the date of accident. Initial treatment period refers to the first medical expense when a covered person seeks medical treatment within (x) days of an accident. A standard is usually 90 days. The policy is not a network based plan. A covered accident which occurs during a given policy year would have claims paid and recorded under that policy year’s claims. Claims are subject to the benefit period associated with the covered accident. Claims paid in a calendar year that is after the policy year in which the accident occurred would have claims paid under the policy year under which the accident occurred.
2. Regarding the declarations page of the student accident policy, what is the initial treatment period?
Response: See response to question 1.
3. Regarding the declarations page of the student accident policy, how are claims processed that are "out-of-network" of the primary insurer?
Response: The University does not maintain control over any “network services/providers”. All claims submitted are payable as excess to any other primary carrier whether in or out of network, as the University does not regulate/monitor other networks.
4. Regarding the declarations page of the student accident policy, it shows the rate of $29.17 per person for 2017/18. Amendment #1 indicated a rate of $24.50 for 2015/16. When did it change and what is the rate for 2018/19?
Response: The rate for 2018/2019 is $29.17 per full time student. The rate changed around the 2.5 year (middle) period of the policy.
5. Regarding Amendment #1, there was a significant enrollment drop between 2014/15 and 2015/16. Is that enrollment figure for 2015/16 accurate?
Response: The enrollment data is accurate.
6. On Pg. 4 of the RFP it states:
I understood the above statement from Pg 4 of the original Proposal to mean that there would be a one year contract at the proposed rate and then each year after CCU would receive a renewal rate which could potentially be different than the contract rate. However, CCU would have the option of Renewing without Marketing to other brokers if they decide to do so or they could send to market each year. When the statement was clarified in the Addendum (below), my assumption was incorrect and if I’m understanding correctly, CCU is actually looking for a 5-Year Rate Guarantee and CCU also has the ability to market each year. Is that correct?
Response: Per the Bidding Schedule, pricing is required for 5 years. Offerors are advised to review the following clauses contained in the Invitation for Bid: Changes, Price Adjustments, Price Adjustment – Limited, Term of Contract – Effective Date/Initial Contract Period, and Term of Contract – Option To Renew.
7. It appears that the document “Detailed Student Accident Loss Runs 2014-2019-CCU” contains claims data for both policies (Policy 9153237 - MSA+Sports with Nat Union Fire and 9497310 -ICS with Berkley). When you total the Medical Paid (column L) it is approx.. $388,856 off from the Paid Claims Experience Report. Based on the Addendum, the spreadsheet, “Detailed Student Accident Loss Runs…” is more up to date than the Paid Claims Report but it is showing approx.. $388,856 less paid in claims. I wouldn’t question this if it wasn’t such a significant difference or if the spreadsheet was higher since it portrays a longer period of time (up to current).
· Can you tell me what the difference is attributed to ($805,703 vs. 1,194,560)?
· Which is the most accurate?
Response: The number is not easily explained. The policy utilization has grown since inception as more students became aware of the benefit that the University provides to students. It is believed that the differences in the numbers are attributed to the ending cycle of a program year and the beginning cycle of another. Students experience more accidents and injuries during the Fall semester as compared to the spring semester.
Paid claims information should be the most accurate.
