About this file

This is Amendment One to a solicitation for Student Accident Insurance issued by the State of South Carolina's Division of Procurement Services on behalf of Coastal Carolina University. The solicitation requests comprehensive student accident insurance coverage for the university's student population, including intercollegiate athletes. The original solicitation requested rate proposals for five consecutive years of coverage. A non-mandatory pre-bid conference was held on April 4, 2019 at 10:30 am. The deadline for submission of questions was extended to April 17, 2019 at 3:00 pm, and offers were due by May 7, 2019 at 11:00 am. Award was announced on May 17, 2019. The contract period began August 1, 2014 and has renewed annually on August 1, with the current expiration date of August 1, 2019 under the previous award to AIG.

The amendment addresses thirty questions submitted by prospective bidders and clarifies key coverage details and claims experience data. The university provided updated claims data spanning August 1, 2014 through the current period, detailed benefit schedules, and policy documentation for both the Student Accident Plan and Intercollegiate Sports Policy. Enrollment counts for the mandatory student accident plan ranged from 7,527 students in 2015-2016 to 9,814 students in 2014-2015. The previous premium rate was $24.50 per student for the 2015-2016 policy year. Coverage includes a $10,000 medical limit with excess coverage above individual health insurance, with NCAA Athlete Accident coverage providing tertiary protection. The university also maintains secondary athletic insurance and international travel insurance for students studying abroad, though no separate solicitations are anticipated for these coverages.

Questions and Answers

1. Pg. 38 of the RFP requests 5 benefit period options; 1 year, 2 year, 3 year, 4 year and 5 year. Are you asking for the rate for each policy period? Can you clarify?

Response: The University is requesting a rate per student for five consecutive years.

2. We have reviewed the RFP for this insurance with several of our underwriters. All of them have requested more current (through 4/1/19) claims paid experience. The experience your RFP provided showed claims paid through November 2018. Also if there is a breakdown of the following in these claims paid reports:

-number of accidents needing treatment each year -type of injury (broken leg, laceration, etc.) for each accident -activity when the injury occurred (driving to campus, baseball, etc.)

Response: A spreadsheet named “Detailed student accident loss runs 2014_2019” has been made available for the period of 8/1/14 to present.

3. Please confirm the benefit period for years 2014/15 to current Response: The policy period began 8/1/2014 and has renewed each year on 8/1.

4. Can we get detailed losses? It would be helpful to see which claims are from athletic injury vs student accident, adjust claims for over completing, etc.

Response: See the spreadsheet named “Detailed student accident loss runs 2014_2019”

5. Paid claims report. They appear to have had a policy effective 8/1/14-8/1/15, 8/1/15-8/1/16 and a policy with a 2-year term of 8/1/14-8/1/16. Can we get additional information about this policy and a clear breakdown of paid claims for each policies?

Response: The previously awarded contract began on 8/1/2014 and has renewed each year with the current expiration being 8/1/2019. Also see the spreadsheet named “Detailed student accident loss runs 2014_2019”

6. On claims data (Attachment A), the first row shows the policy period as 8/1/14 to 8/1/15 and the second row shows 8/1/14 to 8/1/16. We're assuming the top two rows are for the same policy period and that the 8/1/16 policy expiration date is supposed to be 8/1/15. Please confirm this detail and if this is accurate, please confirm that the total incurred for the 2014-15 year was $560,451.

Response: See response to question 7.

7. Assuming the total incurred for 2014-15 was $560,451, can you please provide additional detail on why the claims were so high for this policy period? Relative to the other years, the claim payouts were almost 2x as much as any other year.

Response: The University believes that the amount is due to a lag associated with support from the broker and claims delayed and not paid for a number of months due to contractual issues.

8. On the claims data, can you please provide a breakout between which claims are Student Accidents and which claims are Intercollegiate Sports related? If all Student Accidents, please confirm.

Response: See the spreadsheet named “Detailed student accident loss runs 2014_2019”

9. Can you please provide the premium from the 2015-2016 policy year?

Response: The University paid $24.50 per student for the 2015-2016 policy year.

10. Are you able to provide the break-out of paid claims between intercollegiate sports injury vs. student accident injury (non-sports)?

If so, please provide the split for each year shown.

Response: See the spreadsheet named “Detailed student accident loss runs 2014_2019”

11. Have intercollegiate sports injuries always been included in the student accident plan? If not, which year(s) did not include ICS injuries?

Response: Intercollegiate sports injuries have been included in the student accident plan.

12. Please provide a copy of the Intercollegiate Sports policy and provide any plan changes from policy 2015-16 through current 2018-19 (ie. Deductibles, co-insurance policy maximum, etc) Response: A document named “2018-2019 Schedule of Benefits Intercollegiate Sports” has been made available which provides the schedule of benefits for the intercollegiate sports policy.

13. Has the plan design and medical limit always been $10,000 through AIG? If not, what was the plan design and medical limit previously and when did it change?

Response: The current plan has been consistent with no changes.

14. Does the University carry a secondary athletic insurance policy to cover student-athletes after the $10,000 maximum under this policy has been reached?

Response: Yes, the University carries a secondary athletic insurance policy.

15. Do you mandate primary insurance for any students or student-athletes?

Response: Insurance is strongly encouraged; however, about 15% of the 450 athletes may have little to no coverage.

16. Does the University purchase any additional policies to cover club sports participants or intramural participants?

Response: The University does not have any additional policies to cover club sport or intramural participants.

17. Will there be a separate solicitation forthcoming for the secondary intercollegiate sports coverage?

Response: The University does not anticipate a separate solicitation at this time.

18. Could you please provide an updated loss runs and an updated loss summary? The loss runs provided in the RFP are as of November 2018. Could you please request updated info from your current broker or insurance carrier?

Response: See the spreadsheet named “Detailed student accident loss runs 2014_2019”

19. Can you please provide a copy of the policy or benefit summary from the policy so we can be sure we are matching existing benefits exactly?

Response: A document named “Student Accident Policy Dec Pages 2019_2019” has been made available which provides this information.

20. Can you provide a list of the top providers paid under this policy and the amounts paid per year to them under this policy?

Response: The University does not have this information available.

21. Can you confirm if any sports were added or deleted in the 2015, 2016, 2017, or 2018 policy year? If so, can you let us know which sports were added or deleted?

Response: The University added beach volleyball in 2015. No sports have been deleted.

22. Do you have any contracts or agreements with medical providers for reduced cost care?

Response: The University does not have contracts/agreements with medical providers for reduced cost care.

23. Does the University purchase additional insurance policies for students studying abroad or traveling with the University overseas?

Response: The University does purchase international travel insurance for students traveling abroad.

24. Please provide the specifics between the Student Accident coverage (current bid) versus NCAA Athlete Accident coverage (referenced on page 16, 3.10 of the bid document) so there’s no confusion with everyone participating in this bid. Apologies if I’ve missed this in the document, but it will be helpful to know exactly when the athletes are covered on this program versus the NCAA Athlete Accident program.

Response: Athletes have primary coverage through their personal insurance, excess coverage through the student accident policy, and tertiary coverage through the NCAA.

25. For example:

Does this program cover all students and athletes at all times EXCEPT when they’re playing their individual sport? OR Does this program cover all students and athletes at all times for the first $10K excess of any individual health insurance? And does the NCAA Athlete Accident program kick-in once the underlying health insurance and $10K Student Accident program has been exhausted? – we believe it’s this one.

Response: The program covers all students and athletes at all times for the first $10k excess of individual coverage and the NCAA coverage applies once the primary insurance and student accident coverage pays.

26. Can we obtain a full copy of the current policy/plan with AIG?

Response: A document named “Student Accident Policy Dec Pages 2019_2019” has been made available which provides this information.

27. Please provide the paid through date for the paid claims shown in Attachment A or provide an updated report as of 3/31/19 Response: See the spreadsheet named “Detailed student accident loss runs 2014_2019”

28. Please provide a copy of the Student Accident Plan and provide any plan changes from policy 2015-16 through current 2018-19 (ie. Deductibles, co-insurance policy maximum, etc) Response: A document named “Student Accident Policy Dec Pages 2019_2019” has been made available which provides this information. Plan coverages have been the same for the contract period.

29. Please provide a detailed claim reports for both the Intercollegiate Sports Policy and Student Accident Policy for policy years 2015-16 through current 2018-19 Response: See the spreadsheet named “Detailed student accident loss runs 2014_2019”

30. Please provide enrollment count for the Mandatory Student Accident Plan. In addition, please provide the detailed losses and current policy Response: The enrollment counts are as follows:
