About this file

This amendment document from the Mississippi Department of Marine Resources addresses questions and answers regarding the GBNERR Savanna Boardwalk Replacement project (Contract 3160007842). The scope of work involves demolition and removal of approximately 1,014 linear feet of existing decking and stringers with installation of new material spanning 1,024 linear feet, including new 2" x 6" CCA treated stringers (4) at 15 inches on center per 10-foot bent, FRP deck panels or approved equivalents secured with appropriate fasteners, and new 4" x 4" wheelchair bumpers secured with lag screws and riser blocks as necessary. The amendment clarifies that FRP decking panels are acceptable substitutes for ThruFlow decking, notes that FRP decking may require handicap rail redesign to avoid potential splintering issues when lagging into composite material, and confirms that only insurance requirements specified in the original IFB are mandatory rather than additional builders risk insurance. The notice is dated February 13, 2025, and applies to the competitive sealed bid solicitation with a bid due date of February 24, 2026, at 2:00 p.m. CST.

The base bid pricing is structured as a lump sum incorporating all labor, materials, equipment, mobilization, and demobilization associated with the complete scope of work. The amendment grants contractors flexibility to exercise best judgment regarding material specifications and design details based on the specific decking material selected, allowing for construction methodology adjustments while maintaining project objectives. No set-asides or restrictions targeting disadvantaged enterprises are mentioned. Monthly payments will be made in arrears following application for payment submissions, subject to five percent retainage until 50 percent completion with satisfactory progress, thereafter reducing to 2.5 percent retainage, with final payment due within 45 days of invoice receipt per Mississippi law.

Amendment One GBNERR Savanna Boardwalk Replacement - 3160007842

February 13 2025

Mississippi Department of Marine Resources

To: Prospective Bidders

RE: Questions and Answers and Bid Form Bid Schedule - Base Bid Edit

1)-Will FRP decking panels be allowed for a substitute vs Thruflow decking?

Yes, FRP is allowed.

2)-If the FRP decking material is used, there will need to be a redesign of the handicap rail.

Otherwise, you would be trying to lag into the top of 2” r/c material that could create a problem with splintering of the r/c material.

See revised Scope below (number 5). We will allow the contractor to use their best judgement based on the material used.

3)-Will builders risk insurance be required?

Only the insurance requirements stated in the IFB are necessary.
