About this file

This is an amendment to a Request for Proposal (RFP) issued by the San Bernardino County Department of Public Health for Ryan White Part B services (RFP No. DPHE26-ASP-6177), effective December 18, 2025. The amendment modifies the minimum proposer requirements and attachment specifications for the solicitation. The RFP establishes a service start date of April 1, 2026, and requires proposers to register on the County's Electronic Procurement Network (ePro) as part of the application process.

The amendment eliminates the requirement for proposers to have a representative present at a mandatory proposal conference and renumbers the remaining minimum proposer requirements accordingly. Proposers must be non-profit agencies or organizations with appropriate state licenses, no record of unsatisfactory performance, and demonstrated administrative and fiscal capability to manage services and maintain adequate records and reporting systems. Additionally, the amendment updates Attachment A (Cover Page) to include a new item requiring a General Organization Description with a maximum of 12 pages. All information contained in this amendment is considered part of the original RFP and supersedes any conflicting provisions.
