About this file
This Amendment One to an Invitation for Bid is issued by the South Carolina Department of Public Safety Procurement Office for semi-annual preventative maintenance and system support services for Weigh-In-Motion (WIM) scales at four weigh station locations across South Carolina. The solicitation encompasses four line items across two counties: Lot 1 covers Dorchester County North Bound I-95 (Mile Marker 73) with Kistler Quartz equipment; Lot 2 covers Anderson County North Bound I-85 (Mile Marker 9) with Kistler Quartz equipment; Lot 3 covers Dorchester County East Bound I-26 (Mile Marker 173) with Mettler/Toledo equipment; and Lot 4 covers Dorchester County West Bound I-26 (Mile Marker 174) with Mettler/Toledo equipment. Each lot is specified as 10 units per product category. The amendment revises the original bidding schedule and provides clarification that Mettler Toledo and Weigh-Tronics equipment requirements do not apply to Lots 1 and 2. Offers must be submitted online at http://www.procurement.sc.gov by May 16, 2024, at 2:00 p.m. EST, with questions required by May 6, 2024, at 5:00 p.m. EST. Award will be posted on May 23, 2024. Bids must remain open for a minimum of thirty calendar days after the opening date.
Bidders are required to acknowledge receipt of this amendment and may claim South Carolina resident contractor preferences (up to 4% for subcontractors) if they meet statutory requirements and maintain an in-state office. Nonresident contractors are subject to South Carolina withholding tax requirements of 2% unless they register with the Department of Revenue and submit Form I-312. For informational purposes only, contractors must provide technician hourly rates, technician helper hourly rates, and parts discount percentages, though these will not be factors in award determination. Subcontractors performing work exceeding 10% of the total bid price must be identified with business name, address, phone number, taxpayer identification number, point of contact, and portion of work to be performed. The procurement officer is Deloris Sweeper, and all related notices, amendments, and award information will be posted at http://www.procurement.sc.gov.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES
MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY
ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE
CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU
REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE
PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS
CONSEQUENCES. [11-35-1524(E)(4)&(6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor
Preference (11-35-1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).
