Amendment One to HVAC Preventative Maintenance & Repairs Solicitation
This document is Amendment One to a solicitation issued by the SC Technical College System, State Board for Technical & Comprehensive Education, for HVAC preventative maintenance and repairs services for ReadySC facilities. The amendment addresses vendor questions and incorporates clarifications regarding equipment lists and maintenance requirements at two primary sites: Volvo Training Center (251 Three Point Drive, Ridgeville, SC) and 1090 Newton Way, Summerville, SC. The scope includes preventative maintenance on Johnson Controls rooftop units, VAV-VFD terminals, exhaust fans, mini-split units, and Metasys control systems, with filter replacements required semi-annually at the Volvo Training Center and quarterly at 1090 Newton Way. The non-mandatory pre-bid conference and site visit was held on September 24, 2019 at 9:30 a.m. at the Volvo Training Center. Questions from offerors were due by September 25, 2019 at 2:00 p.m., with sealed offers due on October 14, 2019 at 10:00 a.m. Award was scheduled for October 21, 2019. The amendment clarifies that contractors are responsible for inspection, maintenance, repair, and replacement of all designated equipment, with additional repairs, labor, and parts to be quoted separately and approved by the Using Governmental Unit prior to execution.
The amendment establishes that this is a preventative maintenance contract with additional repair services quoted upon request and approval. Contractors may dispose of old air filters on-site if dumpster space permits. The amendment confirms that no current contractor exists for the 1090 Newton Way location, making this a new contract award. Offerors were advised that specific parts lists, filter specifications, and complete equipment quantity data were not available in advance; however, additional site visits could be arranged by contacting Procurement Officer Deloris Sweeper at 803-545-4975 prior to October 14, 2019. All other original solicitation terms, conditions, proposal instructions, and specifications remain unchanged. Offerors were required to acknowledge receipt of this amendment on their submissions.
