About this file
This is Amendment One to a Request for Proposals issued by the State of South Carolina, Coastal Carolina University, for Virtual Engagement Software. The procurement officer is Jo Marie Brown, CPPO, CPPB, NIGP-CPP, and the solicitation number is 5400022143, issued on November 9, 2021. Coastal Carolina University seeks a virtual engagement platform to support approximately 104 annual events, ranging from two virtual tours per week throughout the year to 20 orientation sessions and approximately 70 additional admissions programs including open houses, Q&A sessions, interest meetings, admitted student events, and transfer programs. Anticipated attendance varies significantly by event type, from 2 to 3 attendees for virtual tours to as many as 600 for orientation sessions or open houses. The platform must support unlimited online streaming and on-demand content with indefinite hosting and no expiration dates, five concurrent streaming channels (for Prospective Students, Admitted Students, Orientation, Admissions Counselors, and Financial Aid), and integration with the Slate CRM system to track student engagement and import attendance data. Questions from offerors were due by November 15, 2021, at 3:00 p.m., and a non-mandatory pre-proposal conference was held on November 4, 2021, at 10:00 a.m. via virtual meeting. Offers were due on December 1, 2021, at 11:00 a.m., with award posted on January 19, 2022.
Offerors must submit one electronic technical proposal, one electronic business proposal, and redacted copies of both unless no confidential information requires redaction. The platform must provide closed captioning in the live environment and operate in English only, with no on-site travel required from the vendor. The incumbent vendor is Conduit by PlatformQ, whose current contract expires in 2022. Offerors must meet the minimum qualifications outlined in Section V of the full solicitation and are not required to have prior experience in serving higher education institutions. All amendments, awards, and related notices are posted at www.procurement.sc.gov, and offerors must acknowledge receipt of amendments through multiple acceptable methods.

Questions & Answers
1. How many students/applicants/other attendees are anticipated per event—this will vary by event. It could be as high as 600 for an orientation session or open house, and as few as 2 to 3 for a virtual tour or smaller program.
2. How many virtual events do you anticipate in a year—We host 2 virtual tours per week throughout the year, 20 orientation events, and approximately 70 other admissions programs (open houses, Q & A sessions, interest meetings, admitted student events, transfer programs, etc). These happen on weekends and in the evenings, in addition to 9 to 5 hours.
3. How many hours of online streaming and on-demand content is needed. Unlimited
4. How long you are looking forward to hosting the content i.e., session videos etc., on the platform after the event? Indefinite, no expiration
5. How many concurrent/parallel live steaming channels will be required by you? The preference is 5 platforms or instances (Prospective Students, Admitted Students, Orientation, Admissions Counselors, and Financial Aid)
6. Language for portal to be used is only English or any other? English only.
7. Do you see any interpretation and translation services? Yes, must have closed captioning in the live environment.
8. Any travel (our resources) is/are required at your base location? No.
9. You mentioned redacted copy of response also to be submitted. What if we do not see any confidential content to be redacted from our response. In such case can we just submit one copy each for technical and business responses (without any redacted copy)? Yes
10. Do you require integration of any of your tools with our platform (Example: Salesforce, CRM, etc.,)? Integration with Slate CRM system for tracking student engagement. We need to be able to import student attendance at the events into the student’s record in the CRM system.
11. In reference to section 6 in Page 18 of this RFP ‘Software Licensing Agreement’ shall the offeror submit all the agreement documentation in our response itself or few can be shared with you in the later stages. Please clarify. Please submit under an Appendix with a sample copy of all agreements.
12. Is Conduit by Platform Q a preferred vendor for this proposal?2. Does Slate (Technosolutions) CRM offer API's to integrate? Slate does not have API. Conduit by PlatformQ is the current provider. The Request For Proposal has been issued as the current contract will be expiring in 2022.
13. Is there a preferred vendor for this bid? See question 12
14. We have a platform that meets and exceeds the needs mentioned. We do not have an exact use case prior. Would this still qualify us to bid for this RFP? Please only submit if you meet the minimum qualifications. See Section V. Qualifications – Special Standards of Responsibility on page 21 of the solicitation.
15. We have no prior experience in delivering to a college or a university. Would this disqualify us from submitting our bid? Please only submit if you meet the minimum qualifications. See Section V. Qualifications – Special Standards of Responsibility on page 21 of the solicitation.
