About this file
Amendment No. 2 is an addendum to Request for Proposal Project No. 2026-01 for Aviation Engineering Services issued by the City of Ashland, Oregon on March 13, 2026. The amendment clarifies the City's Capital Improvement Plan (CIP) priorities and project scope for the airport over the next five years. The primary service requested is engineering support for airport projects, with proposals limited to six pages in length, excluding cover letters. Key clarifications address the airport's vision, project drivers, and current operational challenges. The amendment confirms that the Airport Pavement Rehabilitation project consists primarily of crack seal and seal coat work with reconstruction of a limited section of taxi lane, and it removes a previous attachment (Ref Doc 90 Plans TWU Recon Rehab) as no longer relevant to the solicitation. The submittal deadline and overall solicitation schedule remain unchanged from the original RFP.
The City's 2026-2030 CIP, as approved by the FAA, identifies two funded projects for Ashland Municipal/Sumner Parker Field: Airport Pavement Rehabilitation/Reconstruction Phase 2, budgeted at $534,000 in 2026 with an additional $577,000 in AIG-IIJA funding. The FAA provides 90 percent funding for most projects, with the 2026 FAA share at 95 percent. Two apron expansion projects—North Apron Reconstruction & Expansion Phase 1 (Environmental & Design) for $300,000 and Phase 2 for $366,000—were not approved to move forward due to insufficient justification and funding challenges, as apron projects do not qualify as runway or taxiway projects under FAA priority criteria. The City has available Non-Primary Entitlement and IIJA funding allocations from prior years, with balances ranging from $137,000 to $159,000 across various funding categories expiring through fiscal year 2028.

QUESTIONS AND ANSWERS
1. Q: Discuss City’s vision/CIP for the airport over next 5 years. Is the list presented on page 220 of the Master Plan still accurate? Can you share the current CIP that was sent to FAA? Here is a list
I developed in 2017:
A: The list is no longer accurate. The current CIP priorities are outlined in the most recent CIP memo from the FAA, included with this addendum.
2. Q: What is the driver behind the apron expansion project?
A: This project is being driven by the need to add additional tie downs and enable the construction of more hangars.
3. Q: What are the current challenges the airport is facing?
A: A key challenge at the airport has been difficulty in elevating the apron project on the FAA’s funding priority list, as it does not qualify as a runway or taxiway project.
4. Q: “Airport Pavement Rehabilitation” project appears to be mostly a crack seal/seal coat project with reconstruction of a small section of the taxi lane, is this correct?
A: Correct
5. Q: The RFP limits proposals to six pages in length. Will a cover letter be counted against the six page limit?
A: No, a cover letter will not count against the six page limit.

The development of a solid Capital Improvement Plan (CIP) is important to identify the highest priority work within the anticipated funds that would most effectively improve the statewide airport system from a safety and preservation perspective. The summary table below represents the plan the FAA will move forward with at this time, for the Airport Improvement Program (AIP) and Airport Infrastructure Grant (AIG) - Infrastructure Investments and Jobs Act (IIJA) funding; however, as in any given year, projects are dependent on the availability of funding.
Any changes to the agreed upon project list need to be coordinated on your next SCIP and may affect funding and year.
