About this file
This document is Amendment No. 1 for Solicitation TU-2529, a Competitive Simplified Procurement issued by Towson University utilizing the Maryland Department of Information Technology (DoIT) Cable & Wiring Inside Plant Master Contract. The amendment modifies the original solicitation for the SBR - Towson Run Data Cable Upgrade project, which involves a comprehensive wireless network renovation. Key modifications include adjusting site visit dates (now mandatory on May 1 and May 6, 2025), extending the deadline for questions to May 8, 2025, and shifting the bid due date to May 13, 2025. The project scope requires the contractor to unmount existing wireless access points, remove current UTP and coaxial cables and patch panels, install new racks and patch panels, and reinstall and mount new wireless access points. The work is to be completed between May 22 and July 29, 2025, during standard 8 AM - 5 PM weekday hours.
The procurement is specifically a Small Business Reserve (SBR) contract, restricting bidding to certified small businesses. Towson University will provide all project materials, including cables, patch panels, jacks, and wireless access points, while the contractor must supply necessary equipment and labor. The contract will be awarded based on the bid amount, with contractors required to submit fully loaded hourly rates for Field Technicians and Project Managers. Contractors must have at least five years of telecommunications industry experience and provide a two-year labor warranty. The project requires strict adherence to Towson University's IT Infrastructure Standards, comprehensive cable testing, precise labeling, and proper documentation and disposal of removed materials. The university reserves the right to reject all bids and to remove contractor personnel from the site without cause.
