About this file
This document is Amendment #7 to the Illinois Department of Human Services LINK IV EBT SYSTEM Request for Proposal (RFP) Ref. # 20-444DHS-MIS44-B-9894 and 20-444DHS-MIS44-B-14412. The amendment includes a second round of questions and answers related to the solicitation, including questions about interest-bearing accounts, BEP and Veteran's BEP goals, and a request for a copy of a current invoice from the incumbent EBT processor.
The RFP is for the LINK IV EBT System, and responses are required to be submitted electronically only, with no paper responses accepted. The contract term is 60 months, with an optional 60-month renewal. Bidders are required to commit 21% of the total contract value to veteran and BEP subcontractors over the full 120-month term, which will be evaluated based on the percentage commitment rather than a set dollar amount.

LINK IV EBT SYSTEM
Ref. # 20-444DHS-MIS44-B-9894 and 20-444DHS-MIS44-B-14412 Amendment #7
The following table encompasses the second round of questions and answers.

RFP Section,
Page Number Vendor Question
1.
D.2.8
Pg. 57 How much interest is the State receiving each month from the interest-bearing account used to settle cash benefits in terms of both dollar amount and percentage?
Answer: Interest rates are determined by the financial institution. Interest earned by the State is not a factor in this solicitation. For State information outside of the scope of the Request For Proposal please submit a request through the Freedom of Information Act
2.
D.2.8
Pg. 57 Is the State open to a process where the contractor would establish a non-interest-bearing, zero-balance account for cash settlement that would be funded on a daily basis via a contractor-initiated ACH debit against a state-owned cash account rather than a process where an interest-bearing account is established that requires pre-funding?
Answer: The State is open to this possibility. Details of account establishment and process is dependent on the approval by the Fiscal Division of the State of Illinois in accordance with State Law once a Vendor is selected.

Q&A Row 34 (Question #12 from Vendor 1)
In its response to this question, the State said, “Prior to entering into contract with the State, a vendor must be deemed responsive and responsible. The 20% is based on cell G15.”
With Amendment 5, the State added a new Veterans BEP goal of 1%, which was not referenced in this answer.
Is 20% or 21% required to meet the BEP and Veterans BEP goals?
Answer: The total percentage required to satisfy the BEP and Veteran’s BEP goal is 21%

Q&A Row 34 (Question #12 from Vendor 1)
The State’s process is asking bidders to commit 21% of the total contract value to veteran and BEP subcontractors for the initial 60-month term plus the optional 60-month renewal term for a total of 120 months. (Value of cell G15 in the cost proposal)
However, the State is not committing to the optional renewal term until some point in the future. Therefore, bidders are unable to commit to a set dollar amount to the veteran and BEP subcontractors, as required on the letter of intent form, for the entire 120-month term.
Will the State calculate the 20% BEP and 1% veteran goals on the initial 60-month term rather than the full 120 months of the initial and renewal terms? This would mean the goals would be calculated based on cost proposal cell F15 multiplied by 60 instead of 120.
Answer: The most recent version of the BEP Utilization Plan was included in the last amendment/addendum. The Commitment on the part of the prime vendor is requested as a percentage and no set dollar amount is requested. Vendor’s responsiveness to the BEP goals will be based on the percentage of the total cost which is not impact by the number of months.

General
Would the State please provide a copy of a current invoice for the incumbent EBT processor?
