About this file

This is a Question & Answer Report amendment issued by the Mississippi Department of Health in response to bidder inquiries regarding IFB No. 3160008077 for HR Research and Advisory Services. The solicitation seeks a qualified vendor to provide comprehensive HR research, advisory services, and diagnostic tools to support the state's Human Resources department. The required membership structure includes one Executive Counselor position, one Advisory seat, and four Team seats, supported by strategic consulting services, research access, and diagnostic assessments targeting approximately 1,900 employees. The vendor must deliver two full-day virtual or onsite strategy sessions annually, provide access to an HR Executive Peer Forum, furnish two Signature or Elevate HR event tickets, and supply standard diagnostic tools including strategic HR diagnostics, organizational alignment assessments, employee lifecycle diagnostics, and implementation support through workshops. The original response deadline was June 3, 2026, with a revised deadline of July 6, 2026, at 4:00 PM, and the initial bid submission deadline was June 29, 2026.

The amendment clarifies that responsive bids must include answers to thirteen questions in Section 5 of the Bid Submission Requirements and pricing details outlined in Section 6 of the Bid Form. Vendors are required to demonstrate necessary capabilities to provide core services through documentation, client references, and related project experience, with the state reserving the right to conduct reasonable investigations and reject bids from vendors failing to provide requested information or satisfy qualification requirements. The pricing structure aligns with the membership model, with Line Item 1 covering the six memberships (one Executive Counselor, one Advisory seat, and four Team seats) and Line Items 2 through 5 addressing event sessions, diagnostic access, full web research access, and HR Academy access as included components of the membership packages. The vendor will be responsible for providing all services and execution support associated with diagnostic tools, including guidance development, survey administration, data analysis, expert analyst support, and onsite or online workshops for executive and HR leadership interpretation of findings.

1. Pricing Clarification Question Jun 3, 2026 3:07 PM

Question: The solicitation describes the required membership as including one Executive Counselor, one Advisory seat, and four Team seats, supported by the services and entitlements outlined in Sections 1.1 and 4.1. However, it appears that the quantities reflected in this description represent the intended requirement, while the quantities presented in the Bid Form table (e.g., Line Item 1 listing six memberships and additional quantities for advisory access, research access, and event sessions) do not align with that structure and may be incorrect. Can MSDH review and confirm whether the quantities included in the Bid Form are accurate, or if they should be revised to align with the stated membership requirements and scope of services? If revisions are required, will MSDH issue a corrected Bid Form/table that reflects the intended quantities and pricing structure to ensure consistency and comparability across bidder responses? Additionally, please clarify how bidders should interpret and price the quantities listed in Line Items 2–5 in relation to the overall requirement.
