About this file

This document is Amendment 4 to an Invitation for Bids (IFB) issued by the State of Maryland Department of General Services Office of State Procurement for a contract to provide Disposable & Compostable Food Service Products. The IFB number is 001IT821179 / BPM020339. The contract will be an Indefinite Delivery Indefinite Quantity contract with a firm fixed price. The amendment addresses questions raised by bidders regarding changes to delivery fees, clarification on item specifications, and requirements for the pre-bid conference. The pre-bid conference attendance was required, but the amendment notes that failure to attend will be considered as part of the evaluation of a bidder's good faith efforts if a waiver is requested.

The contract is for the State of Maryland. The amendment provides information on the Minority Business Enterprise (MBE) goal and requirements, noting that only MDOT-certified firms can work towards and meet the MBE goal. The amendment also reiterates that the State will not allow the requested change to the delivery fee threshold.

AMENDMENT 4

DATE: February 18, 2021

STATE OF MARYLAND

DEPARTMENT OF GENERAL SERVICES

OFFICE OF STATE PROCUREMENT

ITB NUMBER: 001IT821179 / BPM020339

ATTENTION ALL BIDDERS:

1. The following questions have been raised in regard to this IFB:

Q1. We would like to change the $500 to $2,500 for our bid, so anything under that threshold we can charge a delivery fee & anything over it, we offer free shipping.

A1. The State will not allow this change.

Q2. I see there was a “clarification” of the specs on item 89 the paper napkin. However the clarification simply said that it was a tri fold napkin. There is actually no such thing. It doesn’t say anything about the size of the napkin you are looking for. Does it need to fit in a dispenser?

A2. Item 89 has been updated on Attachment I.

Q3. Regarding MBE, do purchases from an Advantage 1 suppler who is not located in the state of MD count toward the 5% goal?

A3. Only MDOT-certified firms can work towards and meet the MBE goal. Additional information may be found at https://mbe.mdot.maryland.gov/directory/

Q4. We noticed that attendance to this Pre-Bid Conference was required. We did not know of this bid at the time of the Pre-Bid conference. I’d like to ensure that we can still bid on this opportunity and understand the steps we need to take to do so.

A4. Per Section A – General Information, Paragraph H – Required Documentation and Information, Section 8 – Pre Bid Conference, “Failure to attend the pre-bid conference will be taken into consideration as part of the evaluation of a bidder’s good faith efforts if there is a waiver request.”

Please note the section italicized here.
