About this file

This document is Amendment 2 to an Invitation for Bid (IFB) issued by the State of Maryland Department of General Services Office of State Procurement for a contract to procure Disposable & Compostable Food Service Ware Products. The amendment clarifies and provides additional details related to the IFB, including responding to vendor questions on MBE participation, delivery requirements, and acceptable product substitutions. It also includes updates to the pricing spreadsheet, Attachment I, with revisions to certain line items. The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) type with a term period not specified in the documents provided.

The IFB stipulates a 5% MBE participation goal, for which the prime contractor is responsible for demonstrating due diligence in locating an MBE partner, even if a partial waiver is required. Delivery requirements allow for minimum order sizes, and the agency will consider equivalent products if the specified items are not available due to supply chain constraints. Pricing for the awarded contract will be on a firm-fixed-price basis.

STATE OF MARYLAND

DEPARTMENT OF GENERAL SERVICES

OFFICE OF STATE PROCUREMENT

ITB NUMBER: 001IT821179 / BPM020339

ATTENTION ALL BIDDERS:

1. The following questions have been raised in regard to this IFB:

Q1. We will be submitting our accounting firm, a certified MBE through MDOT, to help us with the 5% MBE goal; however, since there isn’t any dollar amount listed for the value of the bid I don’t know if that alone will meet the goal. If we submit partial waiver, will that disqualify us?

A1. The MBE shall work with the Prime to perform a commercially useful function in regard to the solicitation. If a waiver is submitted it is the responsibility of the Prime to prove due diligence has been performed in locating an MBE to partner with. MBE vendors may be located via several methods at the MDOT Office of Minority Business Enterprise website here:

https://mbe.mdot.maryland.gov/directory/search_select.asp
