About this file
This Amendment 4 document modifies the Request for Proposal (RFP) issued by the State of South Carolina, Division of Procurement Services, on behalf of the SC State Accident Fund for a Workers' Compensation Insurance Management System. The solicitation (5400020469) was originally issued on May 18, 2021, with a pre-proposal conference scheduled for January 14, 2021, at 10:00 am via WebEx. The submission deadline for offers is June 15, 2021, at 11:00 am through the online procurement portal at http://www.procurement.sc.gov. Questions from offerors must be received by May 1, 2021, at 5:00 pm and should be directed to Procurement Officer Nathan Dawson at ndawson@mmo.sc.gov or (803) 737-9931. Offerors must submit one online offer and one redacted copy online. The award was projected to be posted on November 24, 2021, and all offers must remain open for a minimum of 150 calendar days after the opening date.
Amendment 4 addresses nine questions received from potential vendors regarding evaluation criteria, software impacts, executive sponsorship, funding, claim settlement capabilities, and process changes. The State confirmed that evaluation criteria remain unchanged, no additional material information will be released beyond the original RFP, and no prior RFP responses have been evaluated to date. The amendment clarifies that the submission deadline was extended due to the State Accident Fund's office relocation and IT department capacity constraints. The decision to implement a second question period was made to allow vendors who may have missed the original solicitation an opportunity to inquire. All other terms, conditions, bidding instructions, and specifications from the original RFP remain unchanged.

AMENDMENT #4
Solicitation #5400020469
QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]
The following questions was were received pursuant to the original date and time specified on the front of Amendment 3:
1. Question: Has the delay changed any of the criteria you are going to use to select a vendor?
State’s Response: No. The evaluation criteria remain unchanged.
2. Question: Is the new software noted in Amendment 3 tied to, or will it have any impact on, your Workers’ Compensation Insurance Management System replacement?
State’s Response: No
3. Question: Who will be the executive sponsor for this initiative?
State’s Response: Erin Farthing is currently our acting director.
4. Question: Has the funding changed for this initiative?
State’s Response: No
5. Question: In Attachment A, Tab 3. Claims, Item 3.6.2’s Preference Description states “Capability to settle individual claim features independently”. Could you provide some examples of what is meant by different claim features?
State’s Response: This refers to the capability of settling medical vs indemnity or both. It also refers to the ability to resolve, for example, the third-party suit that arisen out of the workers’ compensation claim, independently or the final workers’ compensation settlement itself.
6. Question: Do you plan to release any additional information than what was provided in the original RFP that would materially alter the prior RFP responses?
State’s Response: There are no “prior RFP responses”. The submission deadline was extended prior to the original submission deadline of 11:00am on March 2, 2021. As a result, no proposals were able to be opened or viewed. If they deem it necessary, any Offerors who submitted proposals before the extension are able to retrieve and amend those proposals, then resubmit them.
7. Question: What drove the decision to revert the RFP response process back to the Q&A step?
State’s Response: As explained in Amendment 3, which was posted on March 3, 2021, the decision to extend the submission deadline was made due to the relocation of the State Accident Fund’s offices and its IT department not having sufficient capacity to assist with the implementation of the Workers’ Compensation Insurance Management System that will be awarded under this solicitation. A second question period was implemented to allow vendors who may not have been aware of the solicitation originally to ask any questions they may have.
8. Question: Have there been any changes in prioritization or business needs since the original RFP was issued?
State’s Response: Not in regards to this RFP.
9. Question: Are there specific items in the RFP responses that SC SAF previously received that do not align with SC SAF’s vision or objectives?
State’s Response: SAF has not evaluated the RFP responses to date.
ALL OTHER TERMS, CONDITIONS, BIDDING INSTRUCTIONS, AND SPECIFICATIONS REMAIN UNCHANGED. IF THERE ARE ANY QUESTIONS OR IF ANY CONFUSION OR UNCERTAINTY ARISES AS A RESULT OF THIS AMENDMENT, IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTACT THE PROCUREMENT OFFICER FOR CLARIFICATION. CONTACT INFORMATION CAN BE FOUND IN THE TOP RIGHT HAND CORNER OF THE COVER PAGE OF THIS AMENDMENT. REFERENCE THE “DUTY TO INQUIRE” CLAUSE IN THE ORIGINAL REQUEST FOR PROPOSAL.
