About this file
This is Amendment 3 to a Request for Proposal issued by the State of South Carolina's Division of Procurement Services on behalf of the SC State Accident Fund for a Workers' Compensation Insurance Management System. The solicitation seeks proposals for a comprehensive system to manage workers' compensation operations including policy, billing, and claims functions. The original submission deadline of March 2, 2021, was extended to June 15, 2021, at 11:00 a.m. to accommodate the State Accident Fund's office relocation in March 2021 and server upgrades occurring in the second half of 2021. A pre-proposal conference was held on January 14, 2021, via WebEx. The contract is estimated to begin January 1, 2022, and end December 31, 2026, with an initial three-year term and two one-year renewal options for a maximum five-year contract period. Award notification is scheduled for November 24, 2021. Offerors must submit one online proposal and one redacted copy online and hold their offers open for a minimum of 150 calendar days after the opening date.
The system must accommodate approximately 80-90 internal read/write users distributed across three functional areas: Claims (approximately 30 users), Policy (approximately 5 users), and Billing (approximately 12 users). Additionally, external vendors require read-only access to the system. Offerors must register for a South Carolina vendor number and acknowledge receipt of amendments by identifying amendment numbers and dates on the cover page. All questions from offerors must be received by May 1, 2021, at 5:00 p.m., directed to Procurement Officer Nathan Dawson at ndawson@mmo.sc.gov. The solicitation emphasizes that offerors have the sole responsibility to inquire about any areas of confusion or uncertainty regarding the amendment requirements.

AMENDMENT #3
Solicitation #5400020469
The State Accident Fund is relocating offices in March 2021. They are also upgrading their servers and installing new software during the second half of 2021. Therefore, the submission deadline for responses to this RFP has been extended until mid-June 2021, and the start date of the contract delayed until 2022.
**The submission deadline was extended on March 2, 2021, prior to the original deadline of 11:00am that day. Any Offerors who have already submitted proposals are able to retrieve and amend those proposals, then resubmit them.**
