About this file
This Amendment 3 Questions and Answers document pertains to a Statewide Term Cable and Wire Services Competitive Fixed Price Bid (FPB #5400021654) issued by the South Carolina Department of Administration, Division of Technology Operations (DTO). The solicitation seeks cable and wire services on a statewide term contract basis and will be available for use by state agencies, K-12 schools (subject to e-rate requirements), and higher education entities. The bid opening date was initially scheduled for July 28, 2021, with a revised opening of August 4, 2021, at 11:00 AM EST. Questions were required to be submitted by July 16, 2021, at noon EST to the Procurement Officer, Michael Thomas. Award posting was scheduled for August 9-11, 2021. Offerors were required to submit both an online bid through the SCEIS portal (https://vendorportal.sc.gov/irj/portal) and a paper copy with thumb drive and redacted version to the DTO office at 4430 Broad River Road, Columbia, South Carolina 29210. Bids were to be held open for a minimum of 120 calendar days after the opening date.
The amendment addresses seven questions clarifying bid requirements and contract terms. Key clarifications include confirmation that the solicitation will form the basis for new statewide term contract awards following state review, and that administrative fees will be imposed on each individual project with specific amounts to be provided upon final award. The state indicated it will evaluate all responsive and responsible firms with South Carolina service capabilities, regardless of geographic location. Offerors were required to acknowledge receipt of Amendment 3 only if submitting changes, though acknowledgment was not mandatory. All preferences claimed by offerors must be applied by line item and must comply with South Carolina Code Section 11-35-1524 regarding in-state vendor, contractor, and subcontractor preferences. Prospective bidders were directed to monitor www.procurement.sc.gov for additional amendments and solicitation updates.
