About this file

This document is an Amendment 3 Question and Answer document for the state of Illinois' Joint Purchasing Master Contract solicitation 22-416CMS-BOPM4-B-23604 for JPMC Mats Towels Uniforms. The contract will be available for use by all governmental units and qualified Not-for-Profit agencies in the state. Bidders inquired about utilizing Minority Business Enterprise (BEP) certified vendors located in specific geographic areas to meet the overall 10% BEP participation goal on the contract. The State clarified that bidders may utilize multiple BEP vendor participation agreements to collectively meet the goal, even if no single BEP vendor can provide all the required services. Bidders must document their outreach and good faith efforts to utilize BEP vendors, regardless of whether they ultimately meet the full 10% goal.

The pricing and funding details for this contract were not provided. However, the State noted that this will be a Joint Purchasing Master Contract, allowing all eligible government and non-profit entities in Illinois to utilize the awarded contract.

Amendment 3 Question and Answer Document

22-416CMS-BOPM4-B-23604

JPMC Mats Towels Uniforms 07/19/2021

Question1:
We have been in touch with 2 vendors that are on the BEP certified list of vendors who meet the NIGP codes (95404, 95410, 95470) associated with this solicitation. They have laundry capabilities, but are located in a specific geographic area and only have capability of laundering some of the items in this bid. They could both be a potential fit as we come across requests for their types of services in the areas of the state that they service. Do you have a listing of state entities seeking services and the services that they would require under this program for the area in/around Quincy, IL and in/around Paris, IL? We are seeking more information to better be able to secure a subcontract partner and to identify what portion of the contract they could service to understand if we could meet the BEP goal with them.
Answer 1:
We do not currently have a list of all entities that would use the contract as this will be a Joint Purchasing Master Contract available to all governmental units and qualified Not-for-Profit agencies. However, a Vendor may utilize multiple Participation Agreements with multiple BEP Vendors to try and meet the goal.

I.E. The total BEP Goal on the solicitation is 10%. A bidder may sign a Participation Agreement with BEP Vendor A for 1% of the goal, a Participation Agreement with BEP Vendor B for 4% of the goal, and a Participation Agreement with BEP Vendor C for 5% of the goal to meet the total of 10%.

If you cannot reach the total of 10% with one or more BEP Vendors, then you must complete the Good Faith Effort Log for all Vendors listed on the supplied list. You may use BEP Vendors not on the supplied list if they can serve a commercially useful function of the contract. I.E. A BEP Vendor signed up for laundry services NIGP code 95405, could be used to clean the uniforms, lab coats, aprons, etc. portion of the contract. However, you cannot use a BEP Vendor under an NIGP code not listed on the supplied list to fulfill the Good Faith Effort, only to meet the goal percentage.

You will need to contact ALL Vendors listed by sending an email and then following up with a phone call if no response is received. You must document all emails (keep copies) and phone calls on the Good Faith Effort Log. You will submit the Log along with all supporting documents with your bid.
