About this file

This is Amendment 3 to an Invitation for Bid (IFB) issued by the South Carolina Department of Transportation (SCDOT) for reflectorized paint pavement markings in Anderson County. The project requires contractors to apply permanent pavement markings totaling approximately 10,540,548 linear feet of white solid lines, 553,877 linear feet of white skip lines, 11,238,037 linear feet of yellow solid lines, and 383,176 linear feet of yellow skip lines. Bidders must submit offers online at www.procurement.sc.gov by September 10, 2025, at 2:30 PM, with questions due by August 26, 2025, at 12:00 PM. No pre-bid conference or site visit is required. Award notification is scheduled for September 24, 2025. The contract has an initial one-year term effective October 30, 2025, with automatic renewal options for up to two additional one-year periods, for a maximum three-year duration. Contractors may terminate at the end of any contract term by providing 90 days' notice to the Procurement Officer.

The solicitation requires bidders to provide unit pricing for each pavement marking type and utilize specified materials, including thermoplastic or fast-cure epoxy binders with drop-on glass beads meeting technical requirements. All bidders must be registered South Carolina vendors and maintain appropriate insurance coverage. Compliance requirements include adherence to illegal immigration laws, ethics regulations, and restrictions on SCDOT commissioner interests. Non-compliance penalties range from $500 to $1,000 per offense. The solicitation does not explicitly designate set-asides for disadvantaged or minority-owned businesses. No specific contract value is stated, though the extensive linear footage indicates a substantial project scope. Interested contractors must review detailed technical specifications for application techniques and performance standards and ensure compliance with all registration and regulatory requirements to qualify for award consideration.
