About this file

This document is Amendment 3 to an Invitation for Bid (IFB) issued by the South Carolina Department of Transportation (SCDOT) for the procurement of aluminum pipe materials. The solicitation seeks 80 linear feet of 60" aluminum smooth wall pipe, consisting of four 20-foot sections and three 60" connecting bands with 24" neoprene gaskets. Delivery is required to Oakmont Drive (S-38-1883) in Orangeburg, South Carolina, within 30 days of purchase order receipt. The deadline for submitting questions is November 26, 2025, at 12:00 PM, and offers must be submitted online by December 15, 2025, at 2:30 PM. No pre-bid conference or site visit is scheduled. Award notification is anticipated on December 22, 2025, with the contract term running from December 22, 2025, to June 21, 2026. Offerors must submit a single online copy of their signed offer and acknowledge receipt of this amendment through one of four specified methods.

All products must be new and meet applicable federal, state, and local requirements. Award will be determined by the lowest responsive and responsible bid based on fixed unit prices for pipe, connecting bands, gaskets, and freight. Bidders must be registered as state vendors and carry Commercial General Liability insurance of $1,000,000 and Workers' Compensation coverage. The solicitation includes potential vendor preferences for South Carolina resident vendors, South Carolina end-products, and U.S. end-products. Bidders may claim tax credits for subcontracting with socially and economically disadvantaged small businesses certified by South Carolina's Division of Small and Minority Business Contracting and Certification, with credits limited to $50,000 annually over a ten-year period. No specific funding source or total contract value is identified in this amendment document.
