About this file
This Amendment 1 document is an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for the procurement of aluminum pipe materials. The solicitation seeks 80 linear feet of 60-inch aluminum smooth wall pipe, consisting of four 20-foot sections and three 60-inch connecting bands with 24-inch neoprene gaskets for use as a direct burial crossline pipe. The material will be delivered to Oakmont Drive (S-38-1883) in Orangeburg, South Carolina, with delivery required within 30 days of purchase order receipt. Questions from offerors must be received by November 26, 2025, at 12:00 PM, and bids must be submitted online at http://www.procurement.sc.gov by December 15, 2025, at 2:30 PM. Award notification is anticipated on December 22, 2025, with the contract term running from December 22, 2025, to June 21, 2026. The amendment clarifies that this is a direct burial application rather than a liner application and confirms that the state does not maintain a Qualified Products List for smooth wall aluminum pipe, as its specifications typically address only corrugated or spiral ribbed pipe. The state has rejected 60-inch HDPE AASHTO pipe as an equal alternative.
Bidders must be registered as state vendors and submit one online offer with a signed cover page. All products must be new, and awards will be made to the lowest responsive and responsible bidder based on fixed unit prices for pipe, connecting bands with gaskets, and freight. Bidders must carry $1,000,000 in Commercial General Liability insurance and Workers' Compensation coverage. The solicitation allows for potential South Carolina Resident Vendor Preference, South Carolina end-product preference, and US end-product preference. No specific funding source is identified in the amendment, and no set-asides for disadvantaged enterprises are mentioned. The procurement officer is Betty Brandyburg, reachable at 803-395-7198 or BrandyburgBT@scdot.org.

QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE
BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE
QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE
POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE
CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING
PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT
AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.
[02-2A097-1]
QUESTIONS AND ANSWERS ARE BELOW. THE SCDOT’S ANSWER APPEARS IN RED.
1. Is this a liner application or a direct burial application? I am asking because the band will be priced differently for a liner than for a burial installation.
This will be a direct burial. It will be used as a crossline pipe.
2. Can you direct me to the QPL for Smooth wall Aluminum Pipe? I have only found information on Corrugated
Aluminum Pipe.
We do not have specifications or QPL for smooth wall aluminum pipe. Our specifications only allow for corrugated or spiral ribbed.
3. Will 60” HDPE AASHTO pipe be considered as an equal alternative bid?
This is not an option.
