About this file

This document is an Amendment 3 containing additional Questions and Answers related to a truck-mounted pipe cleaner procurement by South Carolina. The amendment addresses clarifications and responses to inquiries submitted by potential bidders regarding the solicitation requirements, specifications, and evaluation criteria. The Q&A format provides guidance on technical specifications, operational requirements, delivery expectations, and compliance with state standards for the pipe cleaning equipment being procured.

The amendment serves to clarify ambiguities in the original solicitation and provides consistent interpretation of requirements across all prospective bidders. The responses cover topics pertinent to equipment capabilities, performance standards, and contractual obligations that bidders must understand to submit compliant proposals. This amendment represents an important communication mechanism to ensure all interested vendors have access to the same information and clarifications before submitting their bids, thereby promoting fair and competitive bidding practices for the South Carolina procurement.

QUESTION: SCDOT Spec portion 6.5:

a. 6.5.1: Water tank storage shall be provided in one or more plastic or stainless steel tank with a combined certified capacity of at least 1300 gallons.

Our tank is aircraft grade aluminum with a 10 year non-prorated warranty which exceeds any manufacturer’s plastic tank. Will this be an acceptable alternative?

STATE’S RESPONSE: Yes since it exceeds our requirements.

QUESTION: SCDOT Spec portion bidding schedule line #0001:

a. Class 8 Pipe Cleaner Truck-Mounted

Should this unit be priced with either a fan or PD unit? Which should we include with the base unit price? Also, is this to include the Chassis since Line #0007 requests pricing in the GVWR Truck.

STATE’S RESPONSE: The fan should be priced and included in the base price and should include the chassis.

QUESTION: SCDOT Spec portion bidding schedule line #0003:

a. Optional Fan or PD Blower

Our pricing here is dependent upon knowing advice on Line #0001.

STATE’S RESPONSE: The base price should be with the fan unit.

QUESTION: SCDOT Spec portion bidding schedule line #0007

a. 66,000 GVWR Truck

Are you expecting the chassis to be priced out separately from the body?

STATE’S RESPONSE: Yes

QUESTION: SCDOT Bid Spec, page 22 -23, Delivery Date:

a. SCDOT requesting 180 days ARO.

We are requesting that be modified to 220 days ARO
