About this file

This Amendment #2 to Invitation to Bid 270000004, issued by the State of Alaska Department of Military and Veterans Affairs Division of Administrative Services on October 21, 2026, addresses questions from potential bidders and modifies the solicitation for janitorial services at the Alaska Army National Guard Armory in Ketchikan. The facility contains two restrooms (one men's and one women's locker room) with carpet, tile, and epoxy flooring. The contract scope includes twice-weekly janitorial services on Mondays and Wednesdays, monthly deep cleaning, quarterly tasks, semi-annual floor maintenance with waxing and buffing, annual window washing and carpet cleaning, and snow and ice removal as needed. A mandatory site visit is scheduled for Wednesday, October 28, 2026, at 2:00 p.m., requiring attendees to contact Jonathan Comfort two business days prior for base pass arrangements. The bid submission deadline has been extended to November 2, 2026, at 2:00 p.m. Alaska Standard Time, with late bids rejected as non-responsive. The contract term consists of Year 1 (November 9, 2026 through November 8, 2028), Year 2 (November 9, 2028 through November 8, 2029), Year 3 (November 9, 2029 through November 8, 2030), and Year 4 (November 9, 2031 through November 8, 2032), with the Contract Total calculated as the sum of extended prices for these four periods.

Bid pricing must be firm fixed-price for the entire contract duration and include all direct expenses, payroll, supplies, equipment, overhead, and profit, with no allowance for adjustments. The State does not apply prevailing wage requirements under Alaska Statutes to this janitorial services contract, and no historical data exists regarding snow and ice clearing frequency or scheduled cleaning requests beyond the stated twice-weekly service. Bidders must use the updated bid schedule provided in Amendment 2 and submit their authorized signature on the amendment's first page; failure to do so may result in bid rejection. Unscheduled daily cleaning services require unit pricing but will not be included in the evaluated Contract Total. The estimated annual budget is $25,000 to $30,000, with bids exceeding $150,000 deemed non-responsive. All bidders must certify whether they or their employees have any conflicts of interest and acknowledge compliance with Alaska business licensing requirements and insurance obligations including workers' compensation and commercial general liability coverage.

Questions submitted by potential bidders and answers from the state:

Question 1: Is a floor plan or approximate total square footage available for the facility, including the approximate number of restrooms and floor types?

Answer: The floor plan is incorporated in Amendment 1. The number of restrooms are as follows – one men's restroom(locker room), and one woman's restroom (locker room). The types of flooring will be carpet, tile and epoxy flooring.

Question 2: Is there an applicable wage determination, mandatory health and welfare fringe rate, or other specific labor standard that bidders should use for this janitorial services contract?

Answer: The State of Alaska's prevailing wage requirements under AS 36.05 apply to public construction contracts and do not apply to the janitorial services being procured under this ITB. The State has not established a contract-specific prevailing wage determination or mandatory health and welfare fringe benefit rate for these services. Contractors are responsible for complying with all applicable state and federal employment wage laws.

Question 3: Is any historical or estimated information available regarding snow and ice clearing frequency and unscheduled cleaning requests?

Answer: There is no historical or estimated information available regarding snow and ice clearing. In the last two years there have been. No scheduled cleaning requests.

Question 4: Could you please confirm the Year 4 contract period? The Bid Schedule lists Year 3 through

November 8, 2029, while Year 4 begins November 9, 2030.
