About this file
This amendment to Invitation to Bid 270000004 is issued by the Alaska Department of Military and Veterans Affairs, Division of Administrative Services, to provide clarifications regarding janitorial services at the Alaska Army National Guard Armory in Ketchikan. The State is soliciting bids for comprehensive twice-weekly janitorial services (Mondays and Wednesdays, 8:00 a.m. to 5:00 p.m.) that include cleaning of offices, hallways, restrooms, and entryways; supply furnishing; floor maintenance with waxing and buffing; window washing; carpet cleaning; and snow and ice removal, along with monthly, quarterly, semi-annual, and annual deep cleaning tasks. The cleanable scope covers approximately 4,900 square feet of the facility's 12,973 total square feet, with the drill hall excluded and the weight room limited to trash removal. Bids are due by 2:00 p.m. Alaska Time on October 27, 2026, with contract award anticipated the week of November 2, 2026, and issuance the week of November 9, 2026. The initial contract term runs from approximately November 9, 2026, through November 8, 2028, with three optional one-year renewal terms at the State's discretion. Site inspections may be arranged with Jonathan Comfort.
The previous contract was a five-year multiyear agreement with an annual contract amount of $23,500, while the current estimated annual budget is $25,000 to $30,000, with bids exceeding $150,000 deemed non-responsive. The contract is firm fixed-price with payment due within 30 days of invoice. The State applies a 5% Alaska Bidder Preference, with additional potential preferences including Alaska Veteran Preference (5%), Alaska Military Skills Program Preference (2%), Employment Program Preference (15%), and Alaskans with Disabilities Preference (10%). Contractors must hold an Alaska business license, provide all equipment and materials at their own expense, and are prohibited from using subcontractors or joint ventures. Comprehensive insurance requirements include workers' compensation, commercial general liability at $2,000,000 aggregate, and commercial automobile liability at $1,000,000 combined single limit, with the State named as additional insured. Liquidated damages of 5% of the monthly invoice per missed service day apply for non-performance, with deficiencies required to be corrected within four hours of notification.

Questions submitted by potential bidders and answers from the state:
Question 1: The previous contractor’s awarded pricing, including monthly or annual service rates and the corresponding contract period.
Answer: The previous contract period was a multi‑year agreement that lasted five years. The annual contract amount was $23,500 per contract year.
Question 2: The facility’s total square footage and the square footage included in the janitorial scope, identifying any areas excluded from cleaning. The floor plan on page 16 does not appear to include dimensions or square footage.
Answer: The floor plan located on page 3 of this Amendment highlights in red the areas that need to be cleaned. The drill hall is not included in the contract, and the weight room only requires trash removal. The facility’s total square footage is 12,973 and the square footage included in the janitorial scope is about 4,900 square feet.
Question 3: Please also direct us to any rules concerning disclosure or prohibition of supplier-paid introduction fees, so we can avoid proposing an incompatible arrangement.
Answer: The ITB does not contain a provision prohibiting or requiring disclosure of fees a bidder may pay to a third party for identifying this solicitation. However, bidders should be aware of the following requirements:
1. Under 2 AAC 12.875 and Section 5.23 of the ITB, a bidder must add value by actually performing, controlling, managing, or supervising the services. A bidder that acts as a broker or agency in providing the services will not be accepted as a qualified bidder.
2. Under Appendix A, Article 13, prices for services must be such that the services can be provided without further cost to the State. Any fees a bidder chooses to pay a third party are the bidder’s own cost, and the State will not pay any amount beyond the awarded contract pricing.
3. Under Section 3.01 of the ITB, each bid must include a statement indicating whether the company or any individuals working on the contract have a possible conflict of interest, including current State of Alaska employment or State employment within the past two years.
4. Under Appendix A, Article 12, the contractor must comply with all applicable federal and State laws regulating the ethical conduct of public officers and employees.
Question 4: Which areas are to be cleaned under this contract? Specifically, is the Drill Hall included? The floor plan on page 16 shows it without the cross-hatching used for the other areas.
Answer: The floor plan located on page 3 of this Amendment highlights in red the areas that need to be cleaned. The drill hall is not included in the contract, and the weight room only requires trash removal.
Question 5: What is the total cleanable square footage of the Armory?
Answer: 4,900 square feet.
