About this file

This is Amendment #2 to a Question and Answer document issued by the South Carolina Department of Transportation (SCDOT) for a truck-mounted pipe cleaner and vacuum solicitation (ID: 5400023937). The solicitation was issued on September 29, 2022, with an offer submission deadline of October 12, 2022, at 2:30 PM Eastern Time. Questions from offerors were required to be received by September 23, 2022, at 10:00 AM. The award was scheduled to be posted on November 9, 2022, with all solicitation documents, amendments, and related notices posted at www.procurement.sc.gov. Offerors were required to submit one copy of their offer online and agree to hold their offers open for a minimum of ninety calendar days after the opening date.

This amendment addresses three technical questions submitted by prospective bidders regarding equipment specifications. SCDOT declined to amend specifications related to dual water tank design and accumulator requirements, maintaining the original specifications in both cases. However, SCDOT confirmed that components could be transfer case driven rather than exclusively hydraulically driven, clarifying that the truck engine could power remaining systems through either hydrostatic drive or transfer case as originally stated in Section 5 of the specifications. All other terms, conditions, bidding instructions, and specifications remained unchanged, with offerors directed to contact Procurement Officer Jeffery Schwalk at 1-803-737-1018 or SchwalkJC@scdot.org for any additional clarification.

The following section formally provides answers to submitted questions:

QUESTION #1:

RE: Requirement 6.5.1.7:

We build our trucks with a single barrel design for a lower center of gravity and to prevent damage to exterior water tanks much like traditional hydro excavators. Will you amen these specs to allow for the water tanks to rise with the debris tank during dumping?

SCDOT RESPONSE TO QUESTION #1:

No, the specifications will not be amended to allow for the water tanks to rise with the debris tank during dumping.

QUESTION #2:

RE: Item 6.5.2.1

A triplex pump eliminates the need for an accumulator. Will you amend these specs to allow for not requiring an accumulator for smooth water flow?

SCDOT RESPONSE TO QUESTION #2:

No, the specification will not be amended to allow for this exception.

QUESTION #3:

RE: Item 6.6

Neither our water pump or vacuum system are hydraulically driven. Trucks that are fully powered hydraulically tend to overheat. Will you amend the specs to allow for the components to be shaft driven? The specification states in Section 5: Power Transmission: "The truck engine shall be used to power the remaining systems through a hydrostatic drive OR transfer case." Will you please confirm that the systems can be transfer case driven?

SCDOT RESPONSE TO QUESTION #3:

Yes, SCDOT confirms they can be transfer driven.

All other terms, conditions, bidding instructions, and specifications remain unchanged. If there are any questions or if any confusion or uncertainty arises as a result of this amendment, it is the sole responsibility of the offeror to contact the procurement officer for clarification. Contact information can be found in the top right-hand corner of the cover page of this amendment. Reference the “duty to inquire” clause in the original invitation for bid.
