About this file
This is Amendment #1 to a solicitation issued by the South Carolina Department of Transportation (SCDOT) for the procurement of a truck-mounted pipe cleaner and vacuum unit. The original solicitation was issued on September 16, 2022, with a question deadline of September 23, 2022, at 10:00 a.m. and an offer submission deadline of October 12, 2022, at 2:30 p.m. Offers must be submitted online at http://www.procurement.sc.gov, and only one copy is required. A pre-bid conference and site visit are not applicable to this procurement. Award was scheduled to be posted on November 9, 2022. Offerors must hold their bids open for a minimum of 90 calendar days following the opening date, and all submissions must include a signed cover page acknowledging agreement to the solicitation terms.
Amendment #1 modifies the award criteria and scope of work to address supply chain issues. Rather than awarding to a single offeror as originally specified, the amendment changes the award structure to make awards to the three lowest responsible and responsive bidders, or to all responsive and responsible bidders if fewer than three submit proposals. Additionally, the amendment establishes that orders will be fulfilled from the lowest-priced awarded contractor first, subject to equipment availability and delivery capability, with orders moving to the next awarded contractor in descending order of bid price as necessary to meet SCDOT's equipment requirements. All other terms, conditions, bidding instructions, and specifications from the original solicitation remain unchanged. Offerors must acknowledge receipt of this amendment through one of four methods: signing and returning the amendment, referencing the amendment number and date in their bid submission, submitting a letter of acknowledgment, or submitting a bid that demonstrates receipt of the amendment.
