About this file
This is Amendment #2 to an Invitation for Bid issued by the South Carolina Department of Transportation for vegetation removal services along Veterans Road in Richland County. The project involves clearing vegetation and removing debris from a designated drainage channel right-of-way across two separate fiscal years. Area 1 must be completed prior to June 30, 2021, and Area 2 must be completed between July 1, 2021, and the contract expiration date. Contractors will have 60 business days to complete work in each area following written notification from the SCDOT Engineer, with at least 10 business days' notice prior to the start date. A pre-bid conference call was scheduled for December 10, 2020, at 10:00 a.m. via telephone conference. Offers were due by December 21, 2020, at 2:30 p.m., with questions required to be submitted by December 10, 2020, at 12:00 p.m. to Latricia Trapp at trappla@scdot.org. Award notification was posted on January 11, 2021.
The work scope includes trimming tree limbs hanging over the right-of-way back to the collar of each tree, beginning 18 feet from ground level, and removing debris from the channel area. The use of heavy-duty equipment, including skid steers with cutting or mowing attachments, is prohibited; however, lightweight equipment for limb and debris removal may be approved if minimal ground disturbance can be maintained without jeopardizing drainage channel stability. Limited equipment access exists along the drainage channel, and the contractor must coordinate with private property owners for access to trees on private land. Work must not be suspended once started, except for inclement weather. Area 1 and Area 2 cannot be completed simultaneously due to county budget requirements tied to separate fiscal years. The solicitation was submitted online at www.procurement.sc.gov, with all amendments and related notices posted at the same website. Offerors were required to acknowledge receipt of the amendment and submit a signed cover page with their bid.

Stricken text is deleted. [02-2A097-1]
Q-1 Is the project schedule on the contractor or the Dot? I know there are 2 separate projects in 2 fiscal years but who determines the time slots?
A-1 The project schedule is stated on section 1.0. Area 1 shall be completed prior to June 15, 2021 and Area 2 shall be completed between July 1, 2021 and the end of the contract period. A purchase order will be issued for Area 1 after the contract is awarded and a written announcement will be provided by the SCDOT Engineer at least 10 business days prior to the start date. Once the start date is announced and work is started the contractor will have 60 business days to complete the work within Area 1, per section 2.08. A second purchase order will be issued for
Area 2 after July 1, 2021 and a written announcement will be provided by the SCDOT Engineer at least 10 business days prior to the state date. Once the start date is announced and work is started the contractor will have 60 business days to complete the work within Area 2, per section 2.08.
Q-2 how wide is the area from the ditch bank to the edge of the right of way? I would use this to determine the size equipment we can use.
A-2 The width of the area from the ditch bank to the edge of the R/W varies. A site visit is strongly encouraged. Per section 5.02, the use of heavy duty equipment, including skid-steers with cutting/mowing attachments, is prohibited. The use of lightweight equipment, for removal of large limbs and debris, may be permitted. If the use of lightweight equipment is approved, a minimal ground disturbance is required and it shall not jeopardize the stability of the drainage channel.
Q-3 When was the last time this tract was maintained?
A-3 Unknown
Q-4 Is there an expectation of time to complete each section of the project?
A-4 Per section 2.08, work shall be completed within 60 business days of the start date provided by the engineer. Once work starts in each area it shall not be suspended for any reason other than inclement weather.
Q-5 Concerning the trimming of limbs hanging over the ROW: Is the trimming requirement from ground to sky?
A-5 Trimming will be required 18-from ground level of tree base
Q-6 Is there a height limit on the limb trimming?
A-6 Same as A-5 http://www.procurement.sc.gov/
A-7 Do you want the trimming to be uniform in a straight line or cut back to the collar?
Q-7 Limbs should be cut back to the collar of the tree. We may grant a variant to this requirement based on tree location on private property and access to the tree on that private property.
Q-8 Concerning equipment: Can a skid steer be used to pull the debris from the ROW to a loading position?
A-8 If there is adequate room to access the area with a skid steer we will allow this, however as stated in the solicitation any equipment used shall have minimum impact to the bank of the drainage channel
Q-9 Can we access trees that are on private property to remove the tree limbs?
A-9 We will work with the contractor and each property owner to receive permission to enter the property for the removal of tree limbs. If the property owner will not grant permission we will cut the limb back to the R/W line only, if accessible.
Q-10 Can we back a truck up with a chipper so they do not have to carry the trees out of the area to be grinded up?
A-10 There is limited access along the drainage channel and really no access to back a truck into the R/W. This can be discussed further with the contractor who is awarded the contract.
Q-11 Essentially we only cut to the stobs that the survey crew put out?
A-11 The drainage channel Right-of-Way is to the cleared. The area has been surveyed.
Q-12 Can we complete both areas at the same time? Finish area one and them directly into area two?
A-12 NO. Area 1 is to be completed during this fiscal year, before June 30, 2021. Area 2 is to be completed during fiscal year 21/22 which will start on July 1, 2021, and work will need to be completed before the contract expiration. This requirement is due to our county budget requirements.
