About this file
This is Amendment #2 to a Request for Proposal issued by the South Carolina Department of Transportation (SCDOT) seeking consultant services for Pavement Quality Index (PQI) development and analysis. The solicitation does not require the selected consultant to perform hands-on work within the agency's Highway Pavement Management Application (HPMA) software system, nor does it anticipate coordination with a separate PMS vendor replacement project. The pre-proposal conference is scheduled for April 15, 2021 at 10:00 AM via WebEx, with questions from offerors due by April 16, 2021 at 12:00 PM. Proposals must be submitted online by May 6, 2021 at 2:30 PM, with one original and one redacted copy required. The award is expected to be posted on June 01, 2021. Offerors must hold their proposals open for a minimum of thirty calendar days following the opening date.
The amendment clarifies that remote access to the HPMA software will be provided only through webinar platforms such as Microsoft TEAMS, while onsite access can be arranged as needed. The PDI model was developed using windshield survey data rather than fully automated surveys. Additionally, a new compliance requirement has been added prohibiting contractors from procuring or obtaining telecommunication or video surveillance equipment, services, or systems produced by Huawei Technologies Company, ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company, or any subsidiaries or affiliates thereof, in accordance with 2 CFR 200.216. Redacted proposals must be submitted even if offerors have no confidential, trade secret, or protected information to ensure proper handling of future Freedom of Information Act requests.

QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY
RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN
ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT
IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]
1. Does SCDOT expect the selected offeror to perform “hands on” work within the agency’s HPMA?
No
2. Is Stantec currently supporting SCDOT’s HPMA and if so, are they precluded from proposing on this project?
Stantec is supporting the HPMA software. However since we don’t expect offeror’s to provide any hands on software assistance, we haven’t excluded Stantec or any other vendors from proposing on this project.
3. SCDOT has a separate procurement underway to replace their existing Asset Management Systems, including PMS (HPMA). To what extent does SCDOT anticipate that the selected offeror will be required to coordinate with the selected PMS vendor?
We don’t expect the selected offeror to coordinate with the selected PMS vendor. SCDOT anticipates that any updates to the PQI will not be reliant on any particular software.
4. Does SCDOT anticipate the scope of services for this solicitation to include pavement management consulting services beyond PQI calculations?
SCDOT does not anticipate this, but can’t rule it out if any recommended PQI updates approved by the SCDOT committee requires some additional assistance by the selected offeror.
5. If we do not have any information in our proposal that we consider as "Confidential," "Trade Secret," or "Protected" do we still have to submit a redacted copy of our proposal?
You do not have to find items to redact, however a copy labeled “Redacted” is necessary in order to ensure the correct proposal response is released when the agency receives a FOIA request for documents related to this procurement.
6. Will the selected consultant have access to the HPMA software for review?
SCDOT can arrange this while the selected consultant is on site. However remote access will only be allowed via a webinar such as Microsoft TEAMS.
7. Was the PDI model developed using distresses from manual foot-on-ground/windshield survey or fully automated surveys?
Windshield surveys
