About this file
This is Amendment #2 to an Invitation for Bid issued by the South Carolina Department of Natural Resources Procurement Services for land clearing services at Woodbury Wildlife Management Area in Marion County. The project encompasses clearing approximately 45 acres to create a new dove field, including removal of all vegetation, stumps, and logging debris from a recently harvested loblolly pine plantation, with final field leveling to prepare the area for conventional agricultural equipment and planting. The contractor must supply and operate specific equipment: a tracked excavator (minimum 150 horsepower), tracked bulldozer (minimum 90 horsepower with root rake), off-road dump truck (minimum 200 horsepower), and farm tractor (minimum 50 horsepower with leveling disk harrow). A pre-bid conference is scheduled for September 23, 2026, at 11:00 a.m. at the site location (33.8593, -79.3329 off Highway 378). Written questions from offerors must be received by September 25, 2026, at 12:00 p.m. EST. Sealed bids are due October 7, 2026, at 10:00 a.m. EST and must be submitted to the SC Department of Natural Resources Attn: Procurement Services, 260D Epting Lane, West Columbia, SC 29172 via the SCEIS portal, FedEx, UPS, USPS, or hand delivery. Award will be posted October 9, 2026, with contract performance running from October 12, 2026, through February 1, 2027.
The contract is a fixed-price award for a single lot to the lowest responsible and responsive bidder. Bidders must provide a valid South Carolina contractor's license and proof of Commercial General Liability ($1 million per occurrence), Auto Liability ($1 million per accident), and Worker's Compensation with Employer's Liability insurance ($1 million per accident). South Carolina resident contractor and resident subcontractor preferences apply and must be claimed if applicable. Bonds are not required for this project. Contractors must provide one week's advance notice prior to equipment arrival, subject to waiver if DNR staff is available for inspection and coordination. The amendment addresses 18 vendor questions and clarifies project requirements including that stumping must be completed with an excavator, invoicing shall be per acre following DNR inspection before submission, the 50 HP tractor is required with additional equipment permitted, and no erosion control permit is required under the agricultural exemption in SC Code 72-302(A)(1).

Vendor Questions and Answers:
1. Will the woodbury wma clearing project require a bid , performance and payment bonds ?
Answer: Bonds are not required for this project.
2. Contract lists general contractors licence as a possible requirement. However a general contractors licence is not required for land clearing and grubbing.
Answer: No, a general contractors license is not required for this solicitation.
3. Is it acceptable to have the on site equipment delivered and inspected at the applicable time for that stage of the project?
Answer: As long as DNR staff is available to inspect equipment and coordinate access, then 1-week notice can be waived
4. Are there any restrictions for the operating hours?
Answer: There are no restrictions on hours of operation.
5. Can we have a fuel tank onsite?
Answer: A fuel tank will be allowed onsite.
6. Can we setup campers onsite for employs to stay while we clear the site?
Answer: Campers will be allowed.
7. Can you give us a map of the burn locations so we can determine distance to haul debris?
Answer: The number of burn locations has changed from 4 to 5 see attached map.
8. I don’t see any erosion control measures listed. Disturbing 45 acres in SC usually requires an Erosion Control permit. Are we responsible for erosion control measures?
Answer: Concerning the erosion control measures- Ag exemption in 72-302(A)(1) A. The following activities are exempt from both the sediment control and stormwater management requirements established by these regulations:
(1) Land disturbing activities on agricultural land for production of plants and animals useful to man, including but not limited to: forages and sod crops, grains and feed crops, tobacco, cotton, and peanuts; dairy animals and dairy products; poultry and poultry products; livestock, including beef cattle, sheep, swine, horses, ponies, mules, or goats, including the breeding and grazing of these animals; bees; fur animals and aquaculture, except that the construction of an agricultural structure of one or more acres, such as broiler houses, machine sheds, repair shops and other major buildings and which require the issuance of a building permit shall require the submittal and approval of a stormwater management and sediment control plan prior to the start of the land disturbing activity.
9. We submit our bids on the 7th and can start work on the 12th. Bid documents state that Contractor must give 1-week notice before mobilizing equipment onsite. If awarded, and contracts signed before the 12th, can we mobilize in with less than 1-week notice.
Answer: Bids are due on 10/7/26, the award will not be posted until 10/9/26. If the award amount is over 100k there is a (7) business day protest period. After the protest period it typically takes 3-5 days to get a purchase order in place. The awarded vendor cannot start work until a purchase order is received.
10. No. 4 in the sequence states “after sufficient drying time” we can burn piles. I haven’t seen anywhere that there is a set time frame for sufficient drying time. Does SCDNR have a timeframe?
Answer: Sufficient drying time will vary based on moisture content of material being stacked. Some material may be burnable immediately. As long as piles will burn sufficiently, there is no set time frame
11. Grubbing the area with dozers equipped with KG blades will be more efficient and faster. Can this be an option in lieu of grubbing entire site with excavators?
Answer: Stumping must be completed with an excavator
12. Are there any certifications required to perform this job?
Answer: No
13. Also, We typically bill the 1st and 15th of the month for work performed during that time frame, Would this be a problem on this job?
Answer: No, invoicing shall be per acre and the area must be inspected by SCDNR BEFORE submitting any invoices
14. Do you have a designated person to burn or is that something we should include in our bid price?
Answer: There will be 4 designated locations on the dove field that debris can be burned at. The contractor will be responsible for the burning of the debris.
15. If an onsite fuel tank is allowed, will a containment dam need to be constructed around it?
Answer: No containment dam would be required if an onsite fuel tank is used, but complete cleanup of any fuel spill would be the responsibility of the contractor and would include removal of contaminated soil and complete remediation of the site
16. Can a Caterpillar 963 Track Loader be used to load the off road truck?
Answer: A Caterpillar 963 Track Loader can be used to load the off road truck
17. What is the start date of the project?
Answer: Bids are due on 10/7/26, the award will not be posted until 10/9/26. If the award amount is over 100k there is a (7) business day protest period. After the protest period it typically takes 3-5 days to get a purchase order in place. The awarded vendor cannot start work until a purchase order is received.
18. One of the pieces of equipment required for the Woodbury clearing project is a Farm Tractor. I have searched the area and also the Greenville area, and can not locate anyone who rents farm tractors. Is there another piece of equipment that would be allowed in the place of the tractor, possibly a CTL with attachment Answer: The 50 HP tractor is required. Additional equipment is fine.
