About this file

This is Amendment 2 to a Request for Proposal issued by the South Carolina Department of Finance and Administration, State Fiscal Accountability Office, Division of Procurement Services, for the South Carolina Department of Transportation. The solicitation seeks proposals for the transition of financial management software to SCEIS (South Carolina Enterprise Information System). A pre-proposal conference will be held online on March 2, 2022, at 10:00 AM ET; interested parties should contact Procurement Officer Zach Yarbrough at zyarbrough@mmo.sc.gov or 803-896-0284 for access information. The deadline for submission of questions has been extended from March 2, 2022, to March 14, 2022, at 11:00 AM ET. Proposals must be submitted online by April 15, 2022, at 11:00 AM ET, with one original and one redacted copy required. The award is scheduled to be posted on July 18, 2022. Offerors must hold their proposals open for a minimum of 120 calendar days after the opening date.

This amendment extends only the question due date and does not modify other terms and conditions of the solicitation. Offerors are not required to acknowledge this amendment. All proposals must be submitted through the South Carolina procurement website at http://www.procurement.sc.gov. The solicitation cover page requires standard business information including vendor type, addresses for home office, notice, payment, and order purposes, and acknowledgment of any amendments received. State vendor registration is required, and Section 11-35-1524(E) of the South Carolina Code of Laws indicates that in-state preferences do not apply to this procurement.
