About this file

This amendment modifies RFQ #T043777 issued by the New York State Department of Health for the development and delivery of Title VI of the Civil Rights Act of 1964 Policies, Procedures, and Investigations training tailored to state health agency staff. The Department is seeking vendor quotes for training delivery through various virtual formats (live webinars ranging from two hours to full-day sessions and online recorded training), new curriculum development, and miscellaneous services including platform fees and resource documents. Vendor responses must be submitted by August 21, 2026 at 5:00 p.m. in Microsoft Excel format using the specified Attachment B (Quote) and Attachment C (Vendor Information) templates. The contract term is four months with training delivery required by November 30, 2026, and weekly meetings mandated between the vendor and Department throughout development and delivery phases. Questions regarding the RFQ are due August 3, 2026, with departmental responses posted by August 10, 2026.

Vendors must provide completed pricing for all training delivery options with specified quantities and unit prices to generate auto-calculated total dollar amounts, along with detailed vendor information responses addressing qualifications and capabilities. Minimum vendor qualifications include at least three years of professional experience developing and delivering live and recorded training curriculum, demonstrated expertise in Title VI and federal/state civil rights laws as applied within state governmental agencies, and ability to provide specialized, scenario-based instruction on complaint screening, investigation procedures, and compliance obligations. The Department retains ownership of all training materials and recordings, and vendors must provide all necessary equipment and platforms. This procurement falls under New York State's discretionary purchasing threshold with best-value evaluation criteria applied. Responses must comply with specified format and content requirements, with failure to do so resulting in potential disqualification.
