About this file

This is Amendment 1 to Request for Quotes #T043777 issued by the New York State Department of Health for the development and delivery of training on Title VI of the Civil Rights Act of 1964 Policies, Procedures, and Investigations. The amendment, effective August 10, 2026, modifies the minimum qualifications and subcontracting provisions of the original RFQ. The training must be tailored to state health agency staff and delivered through a virtual platform by November 30, 2026, with recordings provided for asynchronous future use. Vendor instructors must possess at least three years of professional experience developing curriculum and delivering live and recorded training, with specialized knowledge of Title VI and other civil rights laws as applied within state governmental agencies. The contract term is four months, requiring weekly meetings between the vendor and Department throughout development and delivery phases. Questions regarding the RFQ were due August 3, 2026, with departmental responses posted by August 10, 2026, and quotes are due August 21, 2026 at 5:00 p.m.

Vendors are permitted to utilize subcontractors provided they meet all minimum qualifications and obtain prior written approval from the Department of Health before entering into any subcontracting agreements. If a proposed subcontractor becomes unable to deliver services, the prime contractor must provide a replacement with equal qualifications and submit additional documentation such as signed teaming agreements or letters of commitment. All subcontracts must include provisions requiring compliance with the prime contract terms and confidentiality obligations. The Department reserves the right to request removal of any vendor or subcontractor staff deemed not to be performing in accordance with the contract. The vendor must provide all equipment and materials, with the Department retaining ownership of training materials and recordings. This procurement falls under New York State's discretionary purchasing threshold, with evaluation applying best-value consideration and responses required in Microsoft Excel format.

Title VI of the Civil Rights Act of 1964 Policies, Procedures, and Investigations Training

Amendment #1

August 10, 2026

The following are official modifications, which are hereby incorporated into RFQ #T043777 and Title VI of the Civil Rights Act of 1964 Policies, Procedures, and Investigations Training. The information contained in this amendment prevails over the original RFQ language. For all amendments below, deleted language appears in strikethrough (“xxx”) and added language appears in underline (“xxx”).

Minimum Qualifications: Vendor must have experienced instructor(s) with at least three years of professional experience developing curriculum for and delivering instruction during a live, recorded training. Vendor and instructor(s) must have knowledge and expertise of Title VI of the Civil Rights Act of 1964 and other civil rights laws, and how Title VI applies within state governmental agencies. Vendor and instructor(s) must be able to provide detailed, tailored (specialized) instruction to training participants on policies and procedures related to an agency’s Title VI obligations and operational activities (i.e. initial screening and determination of complaint or allegation; investigations). Vendor and instructor(s) must have familiarity with federal and state civil rights laws and regulations. If the Vendor chooses to utilize a subcontractor, the subcontractor must also meet the aforementioned minimum qualifications.

Subcontracting (optional): The Vendor is permitted to utilize a subcontractor. If the Vendor chooses to do so, in the event that the proposed subcontractor is no longer able to deliver the service, the Vendor as the prime contractor must provide a replacement subcontractor with equal qualifications. The Vendor must provide additional documentation upon the Department of Health’s request, such as a signed teaming agreement or letter of commitment.

If the Vendor proposes the use of a subcontractor, the Contractor shall obtain prior written approval from the Department before entering into an agreement for services to be provided by a subcontractor. The Contractor is solely responsible for assuring that all the requirements of this RFQ are met. All subcontracts shall contain provisions specifying that the work performed by the subcontractor must be in accordance with the terms of the prime contract, and that the subcontractor specifically agrees to be bound by the confidentiality provisions set forth in the agreement between the Department and the Contractor. The Department reserves the right to request removal of any Vendor’s staff or subcontractor’s staff if, in the Department’s discretion, such staff is not performing in accordance with the Contract.
