About this file

This is Amendment 1 to Request for Proposal No. 37802-RJ issued by the University of Maryland Department of Procurement & Strategic Sourcing for Real Estate Advisory Services at the University of Maryland College Park. The University seeks up to three real estate advisory firms to provide services including acquisitions, dispositions, development of real properties, privatization of existing University assets, engagement of private developers, and negotiation support for agreements related to student housing, faculty/staff housing, athletic facilities, office/commercial development, research facilities, and guest services. The RFP was issued September 1, 2026, with a pre-proposal conference held September 8, 2026, via Zoom. Written questions were due September 15, 2026, at 3:00 PM, and proposals were due September 22, 2026, at 3:00 PM. The contract term is two years from the contract date, with the University holding the option to renew for up to three additional separately exercisable one-year terms under the same terms and conditions.

Contractors must submit a separate technical proposal and price proposal via the designated UMD Box folder. Technical evaluation criteria include mandatory requirements, highly desirable requirements, qualifications of personnel as demonstrated by resumes, past performance, clarity of proposal, and economic benefits to Maryland. Minority Business Enterprise goals are not applicable to this procurement. Contractors must acknowledge receipt of this amendment, meet insurance requirements, and direct all questions and inquiries in writing exclusively to the Procurement Officer, Rahima Jamal, at rjamal@umd.edu. The pre-proposal conference had 20 attendees representing firms including BridgeWater Real Estate Brokerage, RCLCO, Savills, Newmark, CBRE, Colliers, and other real estate advisory organizations. Working knowledge of various financing structures for real estate projects, including bond financing, is required, and brokerage services are optional.
