About this file

This amendment to ITB No. VHS127-FL000-6524 issued by the San Bernardino County Department of Fleet Management provides clarifications and additional information regarding the procurement of miscellaneous hardware comprising fifty distinct items. The solicitation encompasses gas springs, drawer slides, vehicle cables, fasteners, tools, electrical components, chain, rope, latches, and hinges to support Fleet Management's operational needs. Quantities will vary based on the County's operational requirements and will be ordered as needed under this three-year supply arrangement with a contract term from October 19, 2026 through October 19, 2029. The proposal deadline is October 6, 2026 at 3:00 p.m., and the tentative award date is October 2026. Delivery is required within 24-48 hours after receipt of the County's purchase order and is FOB the County's place of delivery.

The amendment addresses key bidding questions, clarifying that a fully completed pricing schedule for all 50 items is considered the best value, though awards may be made to multiple vendors by individual line items. Bidders must be registered in SAM.gov at the time of bid submission and in the San Bernardino County ePro system prior to submission. Equivalent products are acceptable provided they meet or exceed all listed specifications and requirements. Specific technical corrections are provided for Items #19 and #20 regarding dimensions and thread sizes. Pricing must be submitted on a per-unit basis with freight charges priced separately, excluding California sales and use tax and Federal excise tax. The estimated annual spend is $40,000 to $60,000, with payment terms of Net 60 days after acceptance. A 5% local-vendor preference applies to vendors with a principal place of business within San Bernardino County. Pricing may vary for years two and three if indicated on the pricing form in accordance with Section I.3.B of the ITB.

Amendment Description:

(1) ATTACHMENT (D) – QUESTIONS AND ANSWERS

ATTACHMENT (D) – QUESTIONS AND ANSWERS is hereby incorporated in its entirety as provided below

Question Answers May a bidder submit pricing on only selected items from Attachment A, or must all 50 items be priced for the bid to be responsive? Also, may awards be made by individual line items to multiple vendors?

Award will be made by the Fleet Management Department to the responsive, responsible bidder(s) providing the best value(s). A fully completed Attachment A will be considered the best value. Multiple vendors may be awarded.

The ITB states that the bidder certifies it is registered in SAM.gov. Our SAM.gov entity registration has been submitted and is currently pending activation. Is an active SAM.gov registration required at the time the bid is submitted, or is activation before contract award acceptable?

Invitation to Bid Miscellaneous Hardware

No. VHS127-FL000-6524

For the items listed in Attachment A, are equivalent products acceptable if they meet or exceed all listed specifications, dimensions, materials, ratings, and performance requirements, or are any listed manufacturer/part numbers mandatory?

Yes, as long as the requirements and specs are met.

For Item #19 (Black Oxide High-Speed Steel Jobber Drill Bit), should the overall length be 5-1/8 inches instead of 5/8 inch?

Yes, overall length is 5-1/8”

For Item #20 (Black Phosphate-Coated Steel Thread-Locking Insert), could you please confirm if the correct thread size is 5/16 inch-18 or 5/16 inch-24.

Thread size is 5/16”-24

Based on past usage/contract, what is the expected order frequency and estimated quantity per order for each item? Will the items be ordered together or separately?

The actual item order quantity will vary per Fleet Management's operational needs due to the unpredictability of the parts needed.

Must pricing remain fixed for the full three-year term, or are annual price adjustments allowed based on market conditions and material costs?

Per section Section I.3.B, Terms & Delivery. “Please see Attachment A for all requirements and specs. Please use the same form if price will differ for years two and three.”
