About this file

This Amendment 1 document contains questions and answers clarifying the scope of work for the Butler State Fishing Lake Mowing and Litter Removal RFP (EVT0010669) issued by the Kansas Department of Wildlife and Parks through the Office of Procurement and Contracts. The amendment, dated February 18, 2026, addresses seven key inquiries from prospective bidders regarding service scope, pricing structure, and operational procedures. Critical clarifications include that trash removal is included in the monthly rate rather than billed separately; only the top of the dam requires mowing with no slope maintenance needed; visible trash in unmowed areas must be removed; mowing activities should avoid visitor campsites with work rescheduled as necessary; and the bid pricing should reflect a monthly rate for services performed April through October only. The RFP closing date is March 11, 2026, and a signed copy of this amendment must be submitted with bids.

The amendment further specifies that additional services beyond the monthly mowing, trimming, sweeping/blowing, and litter removal may be requested by the Area Manager and will be compensated at an hourly rate; past examples of additional work include bathroom and facility painting (with materials provided by the department) and restroom cleaning requiring contractor-supplied labor, materials, and equipment. No past reference sheet of additional service requests is available. Bidders are required to monitor the procurement website regularly for changes and addenda, and all responses must acknowledge understanding and acceptance of the amendment as a binding component of the bid submission.

Butler State Fishing Lake Mowing and Litter Removal Kansas Department of Wildlife and Parks Questions and Answers

Q1” I saw two restrooms that are on site. Both will need trash removed. Is this service billed as a separate line item Or included in the mowing portion price each time ( or the hourly rate) I did not see any other trash bins.

A1” No trash removal required inside the buildings. Trash observed outside the immediate area needs picked up. Trash removal price included with the monthly rate. No trash bins are provided at the State Fishing Lake. Visitors are expected to take the trash they generate home with them. Typically, the trash left behind is minimal.

Q2: The dam appeared to be mowed on top but I noticed nothing on slopes. I have mowed Fox lake before and had been required to weedeat portions. Double checking that will not be required?

A2: The top of the dam is the only portion of the dam to be mowed. Nothing on the side slopes.

Q3: What if trash is in the unmowed portion? I am required to go in and remove it?

A3: Visible trash should be removed by the winning bidder.

Q4: What if people are on the sites I am to mow. I am required to come back at a later time to complete?

A4: No, please stay clear of visitors set up in campsite and give them a wide berth. Try to get the site mowed on the next scheduled mowing.

Q5: I noticed a provision to report unlawful behavior. Is that to the game warden or to the sheriff?

A5: Call 911 only for emergencies where immediate police, fire or medical assistance is required to protect life, safety or property. For all other unlawful behavior please report to the Public Land Manager.

Q6: on the Butler State Fishing lake bid, is the bid quantity and price per year or is that to be filled out for a monthly bid?

A6: For the sum of $__________ per month to mow, trim, sweep/blow facilities and remove litter.

Please review 4.4 Maintenance Provisions: #5 The contractor understands that payment for services rendered under this contract will only occur during months (April through October) when actual services are provided. Payment will NOT be provided during months when services are not provided (November through March).

Q7: I am writing to request a clarification regarding what additional services could be requested by the Area Manager. This would be in addition to the monthly requirements of mowing, trimming, sweeping/blowing facilities and removing litter. Also, could you send me a past reference sheet for what has been requested in the past by the Area Manager for the Butler County State Fishing Lake?

A7: Painting: Bathrooms, Kiosk and Shelters. Paint provided by the department. Restroom Cleaning: The contractor would provide all labor, materials and equipment to maintain restrooms in a clean and orderly fashion. Restroom floors will be swept and mopped. Toilet seats, risers, and lids and urinals will be scrubbed with a soap solution and sprayed with disinfectant. No past references are available.
