About this file

This is an Amendment 1 Questions and Answers document for a Hydraulic Hoses, Fittings & Components Request for Proposal (RFP 220000000559) issued by the Maryland Department of Transportation (MDOT). The amendment addresses five key clarifications submitted by bidders regarding product specifications and substitutions. MDOT confirmed that no additional carbon steel fitting corrosion protection specifications exist beyond SAE's 72-hour red rust protection requirement. The state clarified that alternative part numbers, including Parker Hannifin 387TC family hoses and form-fit functional interchanges meeting SAE J514 specifications, may be substituted for specified items if they meet or exceed the original specifications with documented differences and pricing. Additionally, MDOT confirmed willingness to consider alternative leak-free connection solutions to replace existing SAE port and JIC hose connections, provided the alternatives meet or exceed current specifications.

Regarding the buy-back process for existing inventory, MDOT specified that inventory values will be determined based on purchase price or current pricing rather than the age of inventory. The amendment establishes that all product substitutions require bidders to provide detailed justification demonstrating that proposed alternatives meet or exceed the stated specifications, along with comparative pricing information to support the proposed changes.

Amendment 1 – Questions and Answers

Q # Document & Section Bidder Question State’s Answer 1 Schedule A, Section 2.1. B Bullet point 3

Does MDOT have a specification for carbon steel fitting corrosion protection outside of SAE’s requirements of 72 hours of red rust protection?

No specifications are known to exist at MDOT.

2 Schedule B;

Reference

Components

Line Item # 144 requests a 21MPA-4 hose.

Line Items 145,146 and 147 call out Parker Hannifin 387TC family of 3000 PSI tough cover hoses. Would MDOT change the part number on line 144 to 387TC-4-RL?

Yes, if the new part # meets or exceeds the spec with a description of the difference between the two part numbers and difference in price

3 Schedule B;

Reference

Components

The adapters called out as Tompkins are made to an SAE specification. If we have a Parker form-fit and functional interchange, which conforms to the SAE J514 specification, would we be allowed to quote this as an equal?

Yes, if the new part # meets or exceeds the spec with a description of the difference between the two part numbers and difference in price

4 Currently the majority of connections are SAE port and JIC hose connections. Over time, vibration on equipment loosen JIC and creates leaks. Would MDOT like to have a leak-free connection?

Yes, if the new part # meets or exceeds the spec with a description of the difference between the two part numbers and difference in price

5 Schedule A, Section 2.2. B, 4) And Schedule B

In order to participate in a buy-back process, would we be able to determine inventory values based on the age of the inventory?

No, values will be based on purchase price or current pricing
