About this file

This is Amendment 1 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for a Fixed Price On-Call Traffic Signal contract. The solicitation, numbered 5400018529, was issued on December 6, 2019, with a deadline for offer submission on December 18, 2019, at 2:30 p.m. EST. No pre-bid conference or site visit is required. The procurement officer is Jeffery C. Schwalk, and offers must be submitted online at http://www.procurement.sc.gov. Award notification is scheduled for January 17, 2020. Offerors must hold their offers open for a minimum of thirty calendar days following the opening date. Questions from offerors were due by December 3, 2019, at 10:00 a.m. EST.

This amendment addresses seven substantive questions submitted by potential bidders regarding contract requirements and pricing. Key issues discussed include foundation pay items for various equipment types, availability of SCDOT Technical Supplemental Traffic Signal Specifications and Traffic Signal Material Specifications, and bidder concerns regarding pricing adequacy for pavement marking, concrete, and directional boring line items. SCDOT maintained that all pricing was determined through consultation with Traffic Engineers, Signal Shop supervisors, suppliers, and current contractors, and that such pricing was considered appropriate and not subject to revision. Additionally, the amendment clarifies financial documentation requirements, specifying that unaudited firms may submit QuickBooks income statements and balance sheets covering the last two years, and that reference lists and business documentation may be submitted in standard word or Excel format without mandatory specific forms.

QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE

STRICKEN TEXT IS DELETED.

[02-2A097-1]

1) Regarding foundations, will all applications (i.e. steel strain pole, mast arm pole, pedestrian pole, light pole, cabinet, battery back-ups, etc.) have their own separate, billable pay item for the installation of the required foundation?

ANSWER: With the exception of light pole, applicable equipment has a separate foundation line item. There are also line items that include furnishing and installing the equipment with the foundation.

2) Can you please provide the SCDOT Technical Supplemental Traffic Signal Specifications and SCDOT Traffic Signal Material Specifications that are applicable to this contract?

ANSWER: The documents can be found at the following links:

https://www.scdot.org/business/technicalPDFs/supTechSpecs/SC-M-675.pdf and https://www.scdot.org/business/traffic-signals.aspx

3) Would the SCDOT be willing to revisit the pricing offered for the pavement marking pay items?

Our pavement markings subs cannot justify the costs associated with mobilizing their thermo machines and preparing the amount of product needed, for anything less than $2500 - $3000 in billable quantities. Most FPOC work orders do not include the amount of quantities to fit that criteria.

ANSWER: Line item pricing was determined by considering equipment costs, size of job, amount of work per order, and installation requirements. Feedback was sought from SCDOT Traffic Engineers, Signal Shop supervisors, suppliers and current On-Call contractors to support price adjustments. The maximum pricing is based on a combination of bid history, SCDOT construction pricing, SCDOT construction pricing, material costs, and contractor input. The pricing is considered appropriate.

4) Would the SCDOT be willing to revisit the pricing offered for the concrete pay items?

https://www.scdot.org/business/technicalPDFs/supTechSpecs/SC-M-675.pdf https://www.scdot.org/business/traffic-signals.aspx

The cost of concrete is steadily rising plus there is a minimum load charge of $150 added for any order that is less than 3 CY per truck. Per SCDOT standard drawing, a single pedestrian ramp requires only 2 CY.

In order for our concrete subs to justify mobilizing their equipment, form boards, etc., they usually have a minimum amount of concrete work that they require.

ANSWER: Line item pricing was determined by considering equipment costs, size of job, amount of work per order, and installation requirements. Feedback was sought from SCDOT Traffic Engineers, Signal Shop supervisors, suppliers and current On-Call contractors to support price adjustments. The maximum pricing is based on a combination

5) Would the SCDOT be willing to revisit the pricing offered for the directional boring pay items?

Our directional boring subs have a minimum invoice amount they require to mobilize their boring machine. As an example, the current FPOC pricing for Furnishing & Installing 2” SCH 80 PVC CONDUIT is $18.00 per LF. That would require a minimum billable quantity of almost 200 LF of PVC. Most FPOC work orders do not include the quantities needed to meet this criteria.

6) We do not have audited Financials, so is submitting from QuickBooks sufficient? Also, what type of financials are required (i.e. balance sheet, income statement, etc.)? And can the current financials be from any time this year or is it a specific time period?

ANSWER: Since you do not have copy of audited financials available, an income statement and a balance sheet from QuickBooks will be acceptable. You should submit information for the last two years. If you are on a calendar year accounting model, you may show all of 2018 and YTD 2019.

7) Forms- Are there specific forms that we must use to submit the information for the businesses that we’ve supplied out goods and/or services to or those that supplied goods and/or services to us or will a regular word or excel document suffice?

ANSWER: There is not a specific required form. A submission in the form of a word document is acceptable. Please make sure to provide the contract information of the persons in the listed business in case we need to contact them directly.
