About this file

This document is an amendment to a bid solicitation issued by the Kansas Department of Revenue for a Tax Appraisal Ratio Study Software System. The amendment extends the bid due date to April 2, 2024, provides responses to submitted questions, and adds sample reports as attachments. The solicitation is seeking a contractor to provide a property tax appraisal ratio study software solution that would replicate and improve the existing VB6-based system and Excel macro-driven functionalities. The proposed contract is for one year with the option for four one-year renewals. The specific jurisdictions involved are Shawnee County and Topeka City.

The amendment indicates a preference for a custom-built solution and notes that the Department does not believe there is a commercial off-the-shelf ratio program that meets their specific needs. Security requirements include encryption to FIPS 140-2, 140-3 or higher standards. The source code for the existing VB6 program will be provided to the successful bidder once a final contract is in place.

Amendment 1

EVT0009555 – Tax Appraisal Ratio Study Software System

Kansas Department of Revenue

Answers in RED below each question.

1. Will KDOR consider extending the bid due date by two weeks?

Yes, but not by more than two weeks.

2. Considering that the base program is a VB6 application, are there any specific integration requirements or legacy systems that the new software needs to be compatible with?

No.

3. Are there any future functionalities or scalability considerations that should be taken into account when developing the software?

If statutes or professional appraisal standards changes.

4. Are there any integration challenges with the current KDOR system?

No

5. Will the source code for the VB6 program be provided for reference or only the executable file available?

The source code will be provided to the successful bidder once a final contract is in place.

6. Is there feedback on the user interface and user experience of the current VB6 application that should guide the development of the new application?

Design needs are fairly minimal but, we would like to entertain a design session with the successful bidder.

7. Is it possible to view the VB6 application prior to the proposal deadline?

8. If the program is built as a web application, will the requirement of "Application can be downloaded, installed, and run by users on local desktops" be dropped or at least changed to "Application can run on any internet connected desktop"? Could be changed to

"Application can run on any internet connected desktop.” But, we would prefer a desktop ratio application.

9. Will you provide a preview of the reports that are expected to be created to get a sense of the magnitude of the project?

Yes, we can provide reports.

10. Can we get access to the current application to see how it works and the VB6 source code to understand the current implementation?

11. You state a preference for Python… can you explain why? Are you open to the use of .NET (C#) to provide a robust functional application that meets the agency requirements?

Q1: Ease of use and so we have some flexibility to make updates to the program as needed going forward.

Q2: Yes

12. How many users do you expect for this system?

Likely 5 – 10 people internally at KDOR, and potentially multiple users in 105 counties.

13. Can the application be hosted in the cloud, or does it need to be on‐premises?

As stated in the RFP document, we would prefer on‐premises.

14. Do you have a preference for a custom‐built or COTS solution?

We prefer custom built. We do not believe there is a COTS ratio program solution that meets KDOR’s specific needs.

15. Are any security requirements or certifications required for data in motion or at rest?

Encryption requirement FIPS 140‐2, 140‐3 or above.

16. The RFP's scope appears to seek services to convert existing VB6‐based programming to a modern programming language, but is there flexibility to provide the department with a property assessment solution to use annually?

We do not believe there is a COTS ratio program solution that meets KDOR’s specific needs.

17. How many users do you expect for this system?

Likely 5 – 10 people internally at KDOR, and potentially multiple users in 105 counties.

18. Can the application be hosted in the cloud, or does it need to be on‐premises?

As stated in the RFP document, we would prefer on‐premise.

19. Do you have a preference for a custom‐built or COTS solution?

20. Are any security requirements or certifications required for data in motion or at rest?

Encryption requirement FIPS 140‐2, 140‐3 or above.

21. The RFP's scope appears to seek services to convert existing VB6‐based programming to a modern programming language, but is there flexibility to provide the department with a property assessment solution to use annually?
