About this file

This is Amendment #1 to an Invitation for Bids issued by the Mississippi Department of Corrections for polygraph examination services at ten statewide facilities. The amendment addresses questions submitted during the written question submission period and clarifies bidding requirements. The original IFB was issued June 25, 2026, with bids due July 10, 2026 at 2:00 p.m. CST. Services are required at the MDOC Central Office in Jackson and nine correctional facilities: Central Mississippi Correctional Facility, Mississippi Correctional Institute for Women, Delta Correctional Facility, Marshall County Correctional Facility, East Mississippi Correctional Facility, Wilkinson County Correctional Facility, Mississippi State Penitentiary, South Mississippi Correctional Institution, and Walnut Grove Correctional Facility. Examinations must measure cardiovascular patterns, respiratory patterns, and physiological changes for prospective employees and current inmates, with written evaluation reports due within seven business days of each examination. The notice of intent to award is anticipated July 16, 2026, with contract performance beginning October 1, 2026.

Amendment #1 clarifies that the rebid was necessary due to Public Procurement Review Board Office of Personal Service Contract Review Rules and Regulations requiring specific procurement methods for contract workers whose total contract value exceeds $75,000. The amendment confirms that three professional references are mandatory for all bidders, though MDOC prefers references outside the agency rather than internal MDOC references. Bidders must hold a current, active license from the Mississippi Polygraph Examiners Board and maintain that standing throughout contract performance. All pricing must be all-inclusive of equipment, materials, insurance, vehicles, certifications, and licenses, with separate pricing structures for employee testing, inmate testing, and failure-to-appear instances. Travel expenses are reimbursable as additional costs. The contract is structured as fixed-price service with potential award to one or more vendors, contingent upon legislative appropriation and Mississippi Parole Board approval.

RESPPNSE TO QUESTIONS

# Question Answer

1. Why are they redoing the bids? Public Procurement Review Board Office of Personal Service

Contract Review (PPRB OPSCR) Rules and Regulations require agencies to use a procurement method in the rules and regulations to procure contract workers whose total contract value will exceed $75,000.00.

See Section 7.1.3 Procuring Contract Workers Exceeding

$75,000.00.

2. I noticed that the new application for polygraph bids requires three references. Is that a requirement for this bid?

If so, am I able to use MDOC as one of my references?

Yes, it is a requirement for the bid. MDOC would prefer that you provide references that are outside the MDOC agency.
