About this file
This is Amendment One to an Invitation to Bid (ITB) issued by the Tennessee Department of Transportation (TDOT) for Cannon County Road Modifications. The project involves roadway excavation and compaction services to prepare for the construction of two left turn lanes on Cannon County roads (eastbound and westbound). The ITB number is 40100-13789, and bids were due by January 15, 2026, at 2:00 PM CST through the State's Supplier Portal (EDISON). All work must be completed prior to March 1, 2026. The amendment clarifies responses to bidder questions and comments, including confirmation that this is not a certified payroll project, though it does call for prevailing wage rates that have been removed from the Terms and Conditions since the project is funded entirely with state funding. Mandatory pre-bid site inspections are required for bidders to take exact measurements and examine the project site.
The budgeted amount for the project is $336,000, which includes TDOT's costs to complete paving and striping after the contractor completes the scope of work. Award is based on pricing weighted at 100 percent, with evaluation of the contractor's ability to meet the project completion deadline. Bidders must hold valid Tennessee contractor licenses and provide documentation of sales and use tax registration with the Tennessee Department of Revenue. The amendment specifies that stone base preparation shall extend 18 feet from the saw cut line at a depth of 10 inches, with stone daylighting into the existing slope beyond that width, and contractors must price in the cost of stone backfill alongside the asphalt once TDOT completes paving. A payment bond equal to twenty-five percent of the maximum liability amount is required to guarantee payment to subcontractors, laborers, and material suppliers. The procurement contact is Joshua Polk at 615-360-4460 or Joshua.Polk@tn.gov.

STATE OF TENNESSEE
DEPARTMENT OF TRANSPORTATION
INVITATION TO BID # 40100-13789
AMENDMENT # ONE
FOR CANNON COUNTY ROAD MODIFICATIONS
DATE: 1/5/2026
ITB # 40100-13789 IS AMENDED AS FOLLOWS:
1. State responses to questions and comments in the table below amend and clarify this ITB.
Any restatement of ITB text in the Question/Comment column shall NOT be construed as a change in the actual wording of the ITB documents.
QUESTION / COMMENT STATE RESPONSE
1. Is this project a certified payroll project?
No.
2. Is there a planholder’s list that accompanies this project? If so, may I please get a copy?
TDOT does not publish or otherwise make publicly available a plan holders list for advertised projects.
3. Is there an estimated value or budget?
$336,000 has been budgeted for the completion of these two turn lanes, including the cost for TDOT to complete paving and striping once the scope of this solicitation is complete.
4. Has a start date been determined for the work?
There is no start date determined; however, after insurance and Tennessee Department of Revenue sales and use tax documents can be validated for the awarded contractor, a purchase order will be released and work can begin at that point. All work for this project shall be completed prior to March 1, 2026 in accordance with the event specifications.
5. Prevailing wages are called out in the specifications, but are certified payrolls required to be submitted on this job?
This procurement is funded entirely with state funding.
Provision 8.4 for Prevailing Wage Rates is not applicable for this procurement and is being removed from the Terms and Conditions. Please see item #2 below.
No, certified payrolls are not required to be submitted for this procurement.
6. The Scope only mentions placing stone out 18 feet from saw cut line at a depth of 10 inches.
a. It is typical to allow this stone to daylight out into the slope, which could be more than 18’ on the bottom. Does the job need to
a. Yes. The graded and compacted width of 10” depth of stone will be 18 feet. Past that, the stone will daylight out and tie into the existing slope as shown in the typical section.
b. The intent is for the contractor to leave a window of base stone outside the graded and compacted 18 ft width. TDOT will pull the stone back to the paved edge once they are finished paving. This stone quantity should be calculated and priced into the bid.

be priced this way?
b. After paving commences (that is done by TDOT), there will be stone needed to backfill next to the asphalt. Is this to be included in this job?
