About this file

This is Amendment 1 to an Invitation for Bid (IFB) solicitation issued by the State of South Carolina, Division of Procurement Services, on behalf of Coastal Carolina University. The solicitation requests carpet cleaning and water extraction services as an addition to an existing contract (Solicitation 5400024531). The University intends to use two contractors due to the volume of work; bidders are requested to provide pricing based on the square footage quantities specified in the bidding schedule. Offers must be submitted online at http://www.procurement.sc.gov by 02/22/2024 at 11:00 AM EST. A pre-bid teleconference is scheduled for 02/06/2024 at 10:00 AM EST, with questions from offerors due by 02/06/2024 at 4:00 PM EST. Award notification is expected on 03/14/2024. Offerors must hold their offers open for a minimum of 60 calendar days following the opening date. One online submission is required, and a signed cover page must accompany the offer.

The solicitation specifies equipment requirements including a minimum pressure of 1,200 pounds-force per square inch (PSI), with 3,000 PSI preferred, and the contractor must not subcontract any portion of the work to other parties without approval. The University rejected the use of Very Low Moisture (VLM) cleaning methods, insisting instead on the scope of work and specifications outlined in the original solicitation, though a contractor may demonstrate VLM capabilities for consideration in future scopes of work. The bidding schedule details the square footage quantities for pricing purposes. Procurement Officer Jennifer Abney (803-737-3410; jabney@mmo.sc.gov) is the point of contact. No pricing information, funding sources, or set-aside provisions are detailed in this amendment document.

II. SCOPE OF WORK/SPECIFICATIONS

Answers to Bidders Questions:

1. Are we bidding on the entire square footage or half of the square footage? (I think that I understood the work would be split between the current vendor and the new vendor).

State’s Response: The University has a current contract in place for the services; however, two contractors are needed due to the potential volume of work. It is the intent of the University to use both contractors.

However, as indicated on the Bidding Schedule, offerors are requested to provide pricing based on the square foot quantities listed.

2. When it comes to the contractor not subcontracting any portion of this contract out to other parties.

I need clarification on this as my company, if we bid and win, would be the prime and would subcontract to ABC Company and my company would project manage the contract. Are you referring to the prime or the subcontractor not subcontracting any portion of this contract? Please advise and clarify exactly what your expectations are.

State’s Response: Offeror’s attention is directed towards several clauses of the solicitation that reference subcontractors – the main clause being SUBCONTRACTOR – IDENTIFICATION location on page 21.

3. VLM (Very Low Moisture) cleaning would allow the carpets to dry within two (2) hours 100%.

This cleaning method greatly reduces re-soiling and soda and coffee stains from reappearing. The soil encapsulation feature is ideal for offices, and it is also more cost effective and is less noisy than the carpet truck mounts operating at night or after hours. This process is used easily by over

90% of hotels, condos, and office buildings throughout the U.S. Is the VLM cleaning something that can be considered or is that totally up to the vendor?

State’s Response: The overall wear and tear over an academic year has a very different impact than that of a hotel or condo that has a regularly scheduled turnover. The impact of the truck operating at night or after hours is not much of a concern considering the University’s buildings will be unoccupied for the most part during the summer cleaning schedule. It could be possible for a winning contractor to demonstrate this VLM process within an office space and can be potentially adjusted for future scopes of work. However, currently, The University is going to insist on the scope of work and specifications outlined in the solicitation.

4. In regard to the equipment specifically the pressure of 1,200 pound-force per square inch (PSI) minimum, 3,000 PSI preferred, would that not be too much pressure and cause damage to carpets/floors?

State’s Response: This specification has been in similar solicitations for a number of years and has proven to not cause damage to carpets or floors.
