About this file

This is Amendment 1 to a Request for Quote (RFQ) issued by South Carolina State University (SCSU) Athletics for executive-style portable restroom trailer rentals for the 2026 football season. The solicitation requests two separate executive-style trailers—one for men and one for women—to be deployed at each of eight scheduled home games occurring on August 29, September 12, October 3, October 24, November 14, November 21, December 5, and December 12, 2026. Each trailer must include climate control, lighting, ventilation, sinks with running water, soap and paper towel dispensers, and ADA-compliant accessibility features. Delivery is scheduled for 9:00 a.m. on the Friday preceding each event, with removal on Monday morning after 9:00 a.m. Offerors must submit quotes online at http://www.procurement.sc.gov by August 20, 2026 at 11:30 a.m., with questions due by August 8, 2026 at 11:30 a.m. Award notification is scheduled for August 20, 2026. The contract period runs from August 25 through December 31, 2026, with pricing fixed for the entire duration.

The budget maximum for this procurement is $45,000, and pricing must remain fixed throughout the contract period. The contractor bears all responsibility for labor, supervision, equipment, materials, transportation, setup, servicing, maintenance, and removal, as well as responding to emergency service requests within two hours. SCSU will provide electricity, water, sewer connections, interior cleaning prior to pickup, toilet paper, soap, hand towels, location access, and campus security. The contractor must carry general liability insurance with a minimum of $1 million per occurrence and worker's compensation insurance with statutory limits. Payment is due within 30 days of invoice. Prior contractors for similar services include Tentsouth (Contract 4400037765) and Charleston Tailgate (Contract 4400035267). The amendment clarifies that trailers may remain on campus for the entire contract period without pickup and redelivery between games, provided they are secured when not in use, and addresses questions regarding ADA-compliant companion units, damage responsibility, and required servicing.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE

ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO

CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO

QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER

QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE

SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]

PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-

1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor

Preference (11-35-1524(D)).

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “state’s response” should be read without reference to the questions.

The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]

Answers to Bidder Questions

1 Can you give me any information about what the ballpark number should be since it only goes about price and see if we can be competitive

Please refer to page 3 (Section 1) of the solicitation:

• BUDGET MAXIMUM (JAN 2006)

The funds available for this project are limited to $45,000. If the price you offer exceeds this amount, your offer will be rejected as non-responsive. [01-1030-1]

• SCSU has enjoyed services of multiple suppliers for Executive Restroom rentals in recent years, particularly related to our desire for consistent and timely service. Previous contracts for the provision of these restrooms may be found online at www.procurement.sc.gov:

Contract 4400037765 - Tentsouth

Contract 4400035267 - Charleston Tailgate

2 Would two 8 stall trailers be acceptable that are split between men’s and women’s? Each trailer would be 4 women’s stalls, 2 men’s stalls, and 2 urinals. The total stall count between both trailers would be 8 women’s stalls, 4 men’s stalls, and 4 urinals (8 fixtures).

The University prefers that equipment be separate.

3 What type of scenario would require the restroom to be moved from one site to another? What addresses would be used as a pickup and delivery site for this move?

A scenario is unknown. The equipment will remain on the SCSU main campus for the duration of time we have it.

4 What is the third question referring to in "Unit Price for the rental of one https://apps.sceis.sc.gov/SCContractWeb/contractDetail.do?contractNumber=4400037765&hideReturnButton=false https://apps.sceis.sc.gov/SCContractWeb/contractSearch.do executive restroom" and how does that compare to the unit price in the diagram at the top of page 35?

The answer to this question is provided on page 35 of the solicitation in the Item Description:

Executive Style portable restroom rentals for SCSU’s 2026 football season.

Price includes 2 per event for 8 events.

5 Confirming the trailers can be delivered and remain on site for all games between August 29 and December 12, and do not require pickup and redelivery for each game.

Confirmed. If the contractor chooses to do this, then there must be a plan in place to ensure that it is secured when not in use.

6 Does the company renting the equipment need to schedule to include a pumping service after each home game? Are any other services needed other than pumping out the waste from the holding tank.

No

7 Does the rental company have to cover damages incurred or will SCSU be paying for the damages when that happens?

The answer to this depends on the type of damage and must be considered on a case-by-case basis. The University will not be responsible for damage occurred by storms or other “acts of God”.

8 Can the ADA compliant companion unit described in A-3-i on page 18 be a plastic unit. Is this one total unit or two total units (one for each trailer)

While the University prefers that the ADA-compliant features be incorporated into the two units being provided, we do not have a preference regarding the materials used for the companion units. The required ADA companion unit(s) may be constructed of plastic or other suitable materials.

The University expects the contractor to provide all required ADA-compliant units in accordance with the solicitation requirements. Any costs associated with providing, servicing, maintaining, repairing, or otherwise supporting these units shall be the sole responsibility of the contractor and must be included in the contractor's pricing. The

University will not provide additional compensation, labor, or other resources for these services. The contractor is responsible for ensuring that all units remain fully operational, properly maintained, and adequately serviced between games and throughout the contract period.
