Pricing proposals must be submitted as a separate Excel document with annual totals that are all-inclusive, with grand totals entered in SCEIS for online submission. Offerors must acknowledge receipt of this amendment and submit one original and one redacted copy online or via USB drive. The 2018 utilization report indicates 15 EAP cases (18.8% of new files) with 126 activities comprising 49.08 hours, plus 65 organizational services activities including monthly webinars, wellness newsletters, health fairs, and supervisor training. The current model provides eight sessions per issue per employee. The college currently focuses on wellness initiatives and does not divulge incumbent contractor information; however, vendor proposals should address provider network coverage, treatment modalities, provider credentials, and availability of services across all eight campus locations. Standard reference checks will be conducted on client references provided by vendors.

GENERAL CHANGES TO THE RFP:

MAXIMUM CONTRACT PERIOD - ESTIMATED (JAN 2006)

1. Who is the current EAP provider and how long have they been providing services to the College?

Answer: We do not release this information. Please Submit a FOIA request to obtain information in regard to current contracts

2. How many total employees will be covered?

3. What is the current number of counseling sessions per issue?

Answer: estimated: 8

4. Please provide the current rate and rate history throughout the contract term for the EAP.

Answer: We do not release current cost information.

5. How many hours of the following services are included within the current EAP contract per year?

8. Please provide insight into the condition of the workforce. Are there specific issues facing your workforce (i.e.

stress, morale, etc.) and HR? Have there been any major events in the last year (i.e. reductions in force, critical incidents, etc.)?

Answer: No. We currently focus on wellness.

9. Is your EAP Helpline currently answered by customer service representatives or by clinical personnel?

Answer: Customer service representatives answer calls, and clinical personnel are available if needed at the time of the call.

10. Are legal, financial and daily living work/life services currently a part of your EAP program?

Answer: Yes

Answer: Standard reference checks will be completed.

14. Who is your health plan provider and is the plan self-funded?

Answer: Public Employee Benefit Authority (PEBA) – State health plan. Yes, it is self-funded.

15. On a scale of 1-5 with 5 being the highest, how would you rate your current vendor?

Answer: This information is not relevant to or appropriate for this project.

16. Please clarify the totality of the submission requirement, regarding electronic submission through the website and any additional mail in requirements. IE, pg. 12, ELECTRONIC COPIES - REQUIRED MEDIA AND FORMAT (MAR 2015) states: In addition to your original offer, you must submit an electronic copy or copies on compact disk (CD), DVD, or USB drive. Submit the number of copies indicated on the cover page.

a. The cover page indicates that an electronic copy is preferred. Is this the only requirement or do you also need a mailed in copy, in the form of a flash drive?

Answer: No. The flash drive/electronic media is only required for hard copy submittals.

Online submission in SCEIS is preferred. Documents can be uploaded and attached to your submission at a max of 10mb per file and 30 characters for titles.

17. Pg. 14 B. - Please clarify what is required in our response for “Provide a detailed narrative of the assessment and treatment modality of each service provider”.

Answer: The experience, credentials and areas of specialization of the team that will serve PTC. For example, Account Manager, Management Referral Coordinator, EAP Director and Clinical Program Manager and Project Consultant, etc.

18. Pg. 14 D. How many employee EAP orientations/training sessions would you like included in the contract?

Answer: An online EAP orientation video is needed and orientations/trainings will be on an as needed basis.

19. Pg. 14 E. How many manager orientations/training sessions would you like included in the contract?

Answer: Quarterly and as needed when requested

20. Pg. 15 I. How many DOT/Reasonable Suspicion trainings would you like included in the contract?

Answer: This has not been used in the past, but the service needs to be available and included in your bid.

21. What is your current session model under your EAP program (i.e. 3,4,5,6, etc.)? Is it per issue or per year?

Answer: current model is 8 and it is per issue.

22. Do you currently have Work-Life services as part of your EAP offering? If so, what services are included (i.e.

online training, Legal, Financial, etc.). If not, do you wish to have them included? Which ones would you like included?

Answer: Yes, we have them now. Behavioral, Legal, Financial, Life Coaching, ID Theft Recovery, Childcare Consultation and Referral Assistance, Eldercare Consultation and Referral Assistance, Daily Living Resources and Referrals, Health and Wellness, online employee portal and monthly online wellness webinars, newsletters and wellness flyers. Alcohol and Substance Abuse Awareness Program in compliance with the Drug-Free Workplace Act of 1988 and the Federal Department of Transportation regulations in coordination with the Personnel Office.

23. What was your Utilization Rate in 2019? 2018? 2017? What is included in your Utilization rate...is it cases only, cases and Critical Incidents, W-L, etc.? Can you provide a copy of your 2019 Utilization Report for review?

Answer: Reports attached for 2018 and 2019

24. How many on-site Critical Incident Support hours are included in your current contract? How many would you like included in the contract?

Answer: we do not divulge current contract information. The amount is undetermined at this time, but the service must be available and included in your response.

25. Are there any other types of training included in your current contract (i.e. Lunch & Learn or compliance)? If so, how many would you like included in the contract?

Answer: Training types shall be proposed and explained in your proposal.

26. Can we have use of office space on each campus?

Answer: Office space will be provided if required during an incident.

27. Will we be able to connect with existing programs and resources made available to employees at this time?

Answer: No

28. What are requirements for liability coverage/risk management?

Answer: Please see pg. 25 of the solicitation, Subsection “Contractor’s Liability Insurance- General (Feb 2015)

29. Will we be able to place an EAP provider at each site?

Answer: No. Only in the event of a critical incident.

30. How much can we pay/allocate to a Human Resources generalist to consult with us?

Answer: As needed

31. Are phone EAP sessions allowed?

Answer: No

33. What is the breakdown of the number of employees for each of the 8 facility locations?

Answer: The majority of our employees work on the Greenwood campus. Abbeville, = 9, Edgefield = 5, Laurens = 30, Laurens Center for Advanced Manufacturing = 13, McCormick = 3, Newberry = 35-40 and Saluda = 5.

34. Is the goal to change EAP Provider’s every five years?

Answer: It is mandated by the SC Procurement Code and Regulations that all goods and services be resolicited every 5 years.

35. Can employees use their insurance benefits once the EAP sessions end?

Answer: Provide a list of providers (name, names of counselors, address & distance from nearest PTC campus) in the network in each campus area, and their treatment focus (general counseling, psychiatry, Christian counseling, drug & alcohol counseling, etc.)
