About this file
This is Amendment #1 to a grounds maintenance solicitation issued by the South Carolina Department of Parks, Recreation & Tourism for Venues at Arsenal Hill in Columbia, South Carolina. The solicitation requests monthly grounds maintenance services including landscape maintenance, turf management, debris removal, and weed control at the venue location. The bidding schedule includes three line items: eight months of monthly services from March through October, four months of monthly services from November through February, and one one-time initial cleanup before regular services commence. The pre-bid conference and site visit were held on February 3, 2022, at 10:00 AM at Venues at Arsenal Hill, 800 Richland Street, Columbia, South Carolina 29201. Questions from offerors were due by February 4, 2022, at 5:00 PM, with offers due by February 16, 2022, at 3:00 PM. Award was scheduled for February 18, 2022. Offerors were required to submit one copy of their proposal online at http://www.procurement.sc.gov and submit signed copies of the solicitation form with their offers.
The amendment addresses fourteen questions received from potential bidders, providing clarification on specific maintenance requirements such as mandatory hand-pulling of all weeds, the prohibition of air blowing for debris removal from gravel paths, the requirement to use only push mowers with baggers in specified areas, and the expectation that contractors remove all event-related debris from the grounds. Service must be provided on Wednesday or Thursday each week, with the contractor required to provide written notice of cancellations by 11:00 AM on Tuesday. South Carolina Resident Contractor and Resident Subcontractor preferences are available as outlined in Section 11-35-1524 of the South Carolina Code of Laws, and offerors claiming these preferences must provide their in-state office address and certify their qualification. No pricing information, incumbent contractor details, or funding sources are specified in this amendment document.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY

CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU
REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE
PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS
CONSEQUENCES. [11-35-1524(E)(4)&(6)]

RESPONSE: All weeds are to be hand-pulled.
3. QUESTION: Will the use of pre-emergent and post-emergent chemicals be an acceptable means of weed control in bed areas?
RESPONSE: All weeds are to be hand-pulled.
4. QUESTION: There is a large amount of debris (leaves and sticks) on-site. Will you guys allow us to propose a one-time clean-up before regular weekly services begin?
RESPONSE: Per this amendment, Line Number 0003 has been added to the BIDDING SCHEDULE for a one-time initial clean-up before regular weekly services begin. The amended BDDING SCHEDULE is attached (Pages 3-5). The online BIDDING SCHEDULE has also been updated.
5. QUESTION: Are we required to submit our site supervisor’s resume/qualifications with our bid?
RESPONSE: Yes.
6. QUESTION: Is there an on-site debris collection area by the City of Columbia?
RESPONSE: The debris collection area is noted on the updated ATTACHMENT A, which is attached to this amendment (Pages 6-7). The area is located on Calhoun Street, near the intersection of Calhoun & Lincoln.

RESPONSE: Contractor is expected to remove any trash or debris tossed in bushes or remaining on grounds (bottles, caps, forks, etc.). Estimated trash in those special occasions is less than one (1) leaf bag full.
14. QUESTION: Are we expected to mow the turf each visit during the bi-weekly, non-growing season (November to February) even though the grass is dormant?
15. QUESTION: Contract states that maintenance is to be done on Wednesday. If there is rain, what is the directive?
Even so, if it rains the rest of the week and we are unable to make up for that week do we still invoice as usual?

The Contractor must give written notice of cancelation of scheduled service visits no later than 11:00 AM on Tuesday. In the event of inclement weather or special events, the Contractor shall adjust the day service is provided. The venue manager will notify the Contractor within 24 hours of any need to reschedule.
